Job Summary

The Strategic Performance Excellence Writer serves as the enterprise writer and narrative architect for all Corrective Action Plans (CAPs) developed in response to government-issued Corrective Action Requests (CARs) across the TRICARE (T-5) and Community Care Network (CCN) programs. This role transforms complex operational findings, root cause analyses, and corrective action strategies into clear, compelling, and strategically aligned executive- and government-facing deliverables. This position ensures CAP documentation reflects analytical rigor, contractual alignment, executive tone, and organizational accountability. Operating as a shared resource across the strategic performance excellence team, this position partners closely with Delivery Leads, Program Managers, executive leadership, and government-facing stakeholders to ensure all written materials are precise, defensible, and aligned with organizational strategy.

Education & Experience

Required:

• Bachelor's degree in English, Communications, Public Health, Healthcare Administration, Journalism, Business, or related field or equivalent experience
• U.S. Citizen
• Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation
• 5+ years of professional writing experience in a regulated healthcare, government, consulting, or federal contracting environment or translatable field
• Demonstrated experience drafting executive-level deliverables, communication, or government-facing documentation

Preferred:

• Experience supporting regulatory responses, corrective action plans, audit responses, or performance improvement initiatives
• Experience working with federal healthcare programs

Key Responsibilities

•Executive & Government-Facing Deliverable Development
• Draft, edit, and finalize Corrective Action Plans (CAPs) in response to government-issued CARs.
• Translate complex root cause analyses, operational data, and corrective action plans into clear, concise, and strategically aligned narratives.
• Ensure deliverables articulate: o Accurate problem framing o Data-supported root cause findings o Sustainable corrective action strategies o Clear timelines and accountability o Measurable performance indicators
• Ensure consistency of tone, structure, and messaging across all CAP submissions.

Strategic Narrative Development
• Craft compelling narratives that demonstrate ownership, analytical rigor, and commitment to sustainable improvement.
• Align written messaging with enterprise strategy and executive direction.
• Partner with the Director and Delivery Leads to ensure clarity of storytelling and logical flow of argumentation.
• Identify gaps, inconsistencies, or ambiguities in draft content and work with pod teams to resolve them prior to submission. Quality Assurance & Editorial Oversight
• Ensure grammatical accuracy, precision of language, and professional formatting.
• Enforce documentation standards, formatting consistency, and version control discipline.
• Validate that deliverables are structured logically and clearly trace root causes to corrective actions and performance metrics.
• Conduct final quality review prior to executive approval and government submission.

Executive Engagement & Collaboration
• Interface directly with VP- and C-level stakeholders to understand strategic intent and messaging priorities.
• Incorporate executive feedback into refined narrative drafts.
• Support preparation of executive-level briefing materials and summaries.
• Assist in drafting government correspondence related to CAR responses, status updates, or clarifications. Portfolio Support
• Manage competing priorities across multiple active CAPs.
• Coordinate closely with Program Managers to ensure documentation timelines align with submission deadlines.
• Maintain document templates, writing standards, and style guidance for CASM operations.

Competencies

Communication / People Skills: Executive writing & storytelling; exceptional written communication skills with ability to synthesize complex technical and operational information; strong editorial judgment and structured writing discipline; ability to translate analytical findings into persuasive, defensible narratives; strong understanding of executive tone and government-facing professionalism.

Information Management: Ability to quickly comprehend healthcare operational and compliance topics.

Team-Building / Team Player: Stakeholder collaboration.
