About the Position

The Procurement Manager is responsible for the development, documentation and implementation of overall procurement strategies and planning. This position is responsible for controlling supply costs by reviewing the cost of goods and identifying new processes or tools to reduce labor and external services. This role is responsible for creating Requests for Proposals (RFP's), obtaining the required bid proposals and drafting the RFP summary, reviewing annual service contract agreements. This position leads projects with vendors and internal customers, manages expenses, provides monthly summary reports, updates the Capital Expense Report (CAPEX) weekly, and generates additional reports as necessary. Additionally, the Procurement Manager manages the Senior Procurement Analyst..

Essential Functions and Responsibilities: include the following. Other duties, responsibilities, and activities may change or be assigned at any time with or without notice.
  • • Develop relationships with Evergreen Goodwill internal customers.
    • Maintaining and establishing business relationships with key suppliers.
    • Ensure timely and accurate completion of Supply Requisitions.
    • Write, issue, and track Capital Project related requisitions.
    • Resolve vendor/contractor issues and claims.
    • Provides cost analysis when adding new services or products.
    • Establishes and maintains purchasing policies, procedures, contracts and agreements in Partnership with the Procurement and Facilities Services Director.
    • Partner with Procurement and Facilities Director to review current supply agreements. Determines sources of supply and services by evaluating suppliers on price, quality, service support, availability, etc.
    • Source service and supply vendors for Facilities as needed.
    • Adhere to procurement practices, procedures and standards. Create, implement and maintain training materials for Procurement in partnership with accounting.
    • Assist Director in implementing capital budget projects.
    • Obtain bids for Annual Capital planning.
    • Manage projects related to facility maintenance, including determining work scope, pricing, scheduling, supervision of vendors and coordination with stores, as requested by Director.
    • Create, implement and maintain preventative and predictive maintenance procedures, including equipment, project management schedules, costs, renewal dates, etc.
    • Promote a safety culture by enforcing safe work practices, providing training on safety requirements, and reporting potential hazards or accidents.
    • Undertake additional duties and special projects as assigned.

Supervisory Responsibilities:

Carries out supervisory responsibilities in accordance with Evergreen Goodwill policies and applicable laws. Responsibilities include interviewing, hiring, employees; planning, assigning and directing work; monitoring performance; rewarding and disciplining employees; and addressing complaints and resolving problems. Partner with People & Culture as needed and appropriate.

Education and Experience:
• Associates or Bachelor's degree preferred. Relevant experience may be substituted for education.

• 2-6 years of relevant experience in same or related field.
• 4 years supervisory experience.
• Accounting or purchasing experience required.
• General knowledge of Microsoft D365 and Dayforce a plus.
• Ability to manage multiple projects and meet deadlines.
• Must be able to present concepts to various audiences.
• Proven analytical skills, attention to detail, sense of urgency.
• Ability to perform financial and/or mathematical analyses.
• Ability to work independently and work as a team.
• Demonstrated capability to work in a dynamic, fast-paced environment.
• Strong organizational and workload management skills.
• Ability to handle conflicts or challenging situations confidently.
• Ability to foster positive relationships.

Certificates, Licenses, or Registrations:
• Valid WA State driver's license and proof of insurance.

Computer/Technology Skills:
• Proficient knowledge with Microsoft Office (Excel, Word, PowerPoint, Outlook, Teams).
• Ability to learn new technology and software as related to the job.
