The Testing Manager provides senior-level leadership and oversight of software testing and quality assurance activities in support of the Defense Agencies Initiative (DAI) Program Management Office (PMO) at the Defense Logistics Agency (DLA). This role manages the planning, coordination, execution, and reporting of all testing activities across enterprise systems, including Oracle E-Business Suite (EBS) environments. The Testing Manager ensures compliance with applicable regulations, system design requirements, and acquisition lifecycle milestones, and oversees testing personnel to ensure that all test artifacts, documentation, and results meet contractual and technical standards.
DUTIES AND RESPONSIBILITIES:
· Lead and manage all software testing activities, including integration, system, regression, end-to-end, performance, and user acceptance testing.
· Develop and maintain comprehensive test strategies, test plans, and schedules aligned with program milestones and release cycles.
· Oversee and manage testing efforts within Oracle E-Business Suite (EBS) environments and related enterprise system integrations.
· Ensure development and execution of test scripts, test cases, and test data using approved automated testing tools.
· Review and evaluate test results to ensure conformance with design specifications, regulatory requirements, and internal control standards.
· Manage defect identification, tracking, and resolution coordination with functional and technical teams.
· Ensure testing documentation, reports, and artifacts are complete, accurate, and compliant with lifecycle and contractual requirements.
· Provide structured status reporting and executive briefings on testing progress, risks, and remediation efforts.
· Manage and mentor testing personnel and allocate testing resources effectively.
· Ensure testing activities align with acquisition lifecycle milestones and deployment schedules.
KNOWLEDGE AND SKILLS REQUIRED:
· Five (5) years of relevant experience in software testing and quality assurance.
· Five (5) years of experience supporting testing activities within Oracle E-Business Suite (EBS) environments.
· Experience in computer software development and testing software applications, including system, regression, acceptance, end-to-end, performance, and automation testing.
· Experience developing and maintaining test cases using designated automated testing tools.
· Experience managing testing teams or leading structured testing efforts.
· Strong understanding of enterprise system controls, security considerations, and regulatory compliance requirements.
· Relevant certification from a nationally recognized technical authority.
KNOWLEDGE AND SKILLS DESIRED:
· Experience supporting independent test oversight and validation activities.
· Experience aligning test strategies and evaluation artifacts with program milestones and release schedules.
· Experience supporting accessibility compliance and structured defect management processes.
EDUCATION:
· Bachelor's degree in Computer Science, Information Technology, Business, or related field (or equivalent experience).
CLEARANCE:
· Must possess an IT-II Non-Critical Sensitive security clearance or Tier 3 (T3).
