The Senior IT Systems Auditor provides audit and internal control assessment support for Government financial and information systems in support of the Defense Agencies Initiative (DAI) Program Management Office (PMO) at the Defense Logistics Agency (DLA). This role applies Federal Financial Management Improvement Act (FFMIA) requirements and Federal audit standards to assess financial systems and related information system controls, and produces detailed audit documentation and actionable recommendations.
DUTIES AND RESPONSIBILITIES:
· Apply Federal Financial Management Improvement Act (FFMIA) requirements in the assessment of financial systems.
· Plan, execute, and report on information systems controls assessments.
· Assess systems development phases and evaluate related work products, including requirements documentation and design documentation.
· Apply Government Accountability Office (GAO), Federal Information Systems Controls Audit Manual (FISCAM), and Federal Audit Manual approaches to information system control evaluations.
· Assess information system controls in the areas of cybersecurity, access controls, change controls, and segregation of duties.
· Evaluate internal controls within Enterprise Resource Planning (ERP) systems.
· Analyze financial system processes to determine compliance with Federal accounting principles and related regulatory standards.
· Prepare detailed summary reports and working papers documenting assessment results and providing actionable recommendations.
· Support audit readiness activities and provide structured documentation in support of internal and external audit engagements.
KNOWLEDGE AND SKILLS REQUIRED:
· Certified Public Accountant (CPA), in good standing.
· At least four (4) years of applicable financial or business experience, including at least one (1) year of government experience.
· Skilled in Microsoft Office programs (Excel, Word, PowerPoint, MS Project, etc.).
· Excellent analytical and writing skills.
· Familiarity with Federal Acquisition Regulations (FAR).
· Knowledge of OMB Circulars A-123 (Management’s Responsibility for Internal Control), A-127 (Financial Management Systems), A-134 (Financial Accounting Principles and Standards), and FISCAM requirements.
· Experience working with DoD/DLA.
· Experience with Federal accounting principles, including application within various accounting systems and data environments.
· Relevant certification from a nationally recognized authority.
KNOWLEDGE AND SKILLS DESIRED:
· Experience supporting financial system audit readiness or internal control review efforts.
· Experience supporting FISCAM-based information system control assessments.
· Experience preparing detailed audit working papers and executive-level audit summaries.
· Experience coordinating with program, financial management, and technical stakeholders during audit activities.
· Experience supporting remediation tracking and corrective action validation efforts.
EDUCATION:
· Bachelor's degree in Computer Science, Information Technology, Business, or related field (or equivalent experience).
CLEARANCE:
· Must possess an IT-II Non-Critical Sensitive security clearance or Tier 3 (T3).
