The Information Technology Subject Matter Expert (IT SME) provides leadership, strategy, and technical direction across complex enterprise information systems. This role serves as a Management Information System (MIS) manager responsible for the design, development, and implementation of frameworks, methodologies, and tools for risk assessment and business contingency planning to ensure continuity of operations across large, multi-division, decentralized organizations.
DUTIES AND RESPONSIBILITIES:
· Serve as a Management Information System (MIS) manager, providing leadership in system design, implementation, and management.
· Design, develop, and manage the implementation of risk assessment and business contingency planning frameworks to ensure operational continuity.
· Support multi-language, multi-platform, and multi-operating system operations in large, decentralized environments.
· Utilize electronic commerce and Electronic Data Interchange (EDI) applications to enhance organizational efficiency and interoperability.
· Identify and recommend new or emerging technologies or software to meet evolving functional and mission requirements.
· Provide highly technical and specialized guidance concerning automation solutions for complex information processing challenges.
· Deliver customer support using enterprise software solutions that integrate business areas through open systems environments and client-service architectures.
· Analyze data processing requirements to plan and manage Electronic Data Processing (EDP) systems capable of supporting projected workloads.
· Plan layout and installation of new systems or modifications to existing systems to optimize performance and scalability.
· Develop and manage Internet-based applications using modern protocols, platforms, and graphical design techniques to enable broad accessibility and improved user interaction.
· Deploy applications that leverage Internet standards to support diverse client access and service delivery models.
KNOWLEDGE AND SKILLS REQUIRED:
· Twelve (12) years of systems engineering experience.
· Demonstrated proficiency with Oracle, Linux Red Hat, network administration, and project management.
· Knowledge of .Net, Angular, Azure Web, and COBOL programming.
KNOWLEDGE AND SKILLS DESIRED:
· Experience managing IT systems for large, decentralized organizations with complex interoperability requirements.
· Familiarity with federal or DoD information assurance and continuity of operations policies.
· Strong communication and presentation skills for delivering executive-level technical recommendations.
EDUCATION:
· Bachelor's degree in Computer Science, Information Technology, Business, or related field (or equivalent experience).
CLEARANCE:
· Must possess an IT-II Non-Critical Sensitive security clearance or Tier 3 (T3).
