Description:
HIRING IS CONTINGENT UPON CONTRACT AWARD - A vital position in Sterling, VA supporting the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) with shipping, receiving, inventorying and dissemination of Electronic Surveillance (ES) technologies and materials to the Field Divisions for deployment in their investigations. The Material Coordinator is responsible for the daily shipping and receiving of numerous ES technologies and materials in support of ATF's Field Divisions. This position also supports Technical Operations Branch personnel and assists in maintaining the appropriate shipping supplies, as well as other material management associated with receiving, storage, shipping and clerical activities.
Shipping Support - Perform all TOB daily outgoing shipments to include all items, materials and supplies deemed to be shipped by ATF employees.
- Verification of proper packaging, labeling and documenting each item, supply or material enclosed in each shipment.
- Package each shipment, in such a manner to protect the contents within normal reasonable packaging procedures that satisfactorily protect the shipped goods prior to commercial or internal distribution.
- Ensure that all Government property, not limited to glass or items containing glass, specialized equipment, and fragile equipment are packaged in a manner to protect against breakage and damage of any kind during shipment.
- Ensure Government property is protected from inclement weather during packaging, processing, loading and transporting operations.
- Maintain a clean and orderly work environment. In addition, ensure all packing and boxing materials are properly stored and excess debris is appropriately disposed, each day.
Receiving, Including USPS, Support - Process multiple daily incoming shipments from commercial and internal ATF delivery services.
- Annotate the received items in a contractor established computerized log for tracking purposes.
- Identify the recipient and make notification to the recipient or recipient's office of each delivery.
- Verify shipments using the packing slip and any discrepancies between the shipment's packing slips and the actual received items will be annotated.
- Ensure that all Government property is protected from inclement weather during receiving and unloading operations.
- Pick up, receive, screen, sort and deliver mail to all designated ATF groups in the building, placed in a predetermined area for each group.
Inventory Support - Assist the ATF inventory specialist in the disposal, surplus and when appropriate destruction of Law Enforcement sensitive excess items and materials. To include, storing and moving these items for final disposal or pick up by ATF personnel responsible for surplus items and equipment.
- Inventory, tag equipment, and document receipt or issue of items in the appropriate log or in ATF's property system.
- Assist the ATF staff in processing paperwork required for accountability of new property to include data entry into property management system or other ATF authorized property database.
- Maintain a high level of accuracy and attention to detail.
Clerical Support - Assist the administrative staff with clerical activities, including but not limited to photocopying and scanning of documents, organizing training materials, document filing, maintaining updated files for efficient file archiving and retrieval.
- Maintain an on-site operations log.

Moving and Logistical Support- Establish procedures to ensure all operations are performed in a safe manner.
- Review all applicable site conditions and any other pertinent information in order to ensure safe and efficient moving of items, prior to performing any moving services.
- Protect all items being moved as well as the surrounding furniture, equipment, walls and fixtures that may be affected by the move, in order to prevent damage to any ATF property, real or leased.
- Move, haul, transport items within the work location including, but not limited to, boxed materials, office equipment, office supplies, cabinets, glass, storage media, computers, computer-related accessories, ES equipment, Alkaline or Lithium batteries and other routine materials that are regularly shipped from this location.
- Ensure that all Government property, not limited to glass or items containing glass, specialized equipment, and fragile equipment are protected against breakage and damage of any kind during movement.
- Must have the ability to physically lift and place boxes weighing as much as 100 lbs., assisted or unassisted.
- Comply with all Occupational Safety and Health Administration (OSHA) regulations.
- Provide training in accordance with OSHA regulations on the proper use of material handling equipment (forklift, pallet jacks, etc.) and other safety equipment.
Education - High school diploma or equivalent - General Educational Development (GED) Certificate.
Experience - Two (2) - Four (4) years in shipping/receiving and inventory control in a regulated environment (government, defense, healthcare, or high-tech).
License, Cert or Registration - Must have a valid state driver's license when required by job assignment.
- Must obtain a valid government driver's license when required by job assignment.
- Must obtain and maintain the level of Industrial Security Clearance required by the Government.
- OSHA 10 (General Industry) safety training.
- Forklift/PIT certification.
Special knowledge, skills, & abilities - Prior government shipping/receiving experience desired.
- Proficient in property inventory programs (Sunflower), Government property management functions and methods to include the use of portable barcode readers.
- Knowledge of window-based programs such as MS Word, MS Excel and MS PowerPoint is desired.
- Must have the ability to physically lift and place boxes weighing as much as 100 lbs., assisted or unassisted.
- Must have proficient understanding of Occupational Safety and Health Administration (OSHA) regulations.
- Basic CPR/First Aid preferred.
- Hazmat shipping awareness (e.g., DOT 49 CFR awareness) for identifying regulated materials and escalating to trained shippers.
- Mailroom / USPS handling practices (including accountable mail, screening, and delivery controls).
- Protective packaging experience (fragile/sensitive equipment)
