Leidos QTC Health Services is seeking a Vice President, Rural Health Campaign to lead the development, execution, and optimization of the organization's Rural Health campaign strategy. This role requires a proven leader who can unite cross-functional teams, identify growth opportunities, strengthen customer relationships, and deliver measurable results in expanding access to high-quality healthcare for rural and underserved populations, including Veterans and their families.

This position will have significant influence over campaign priorities, competitive positioning, and strategic partnerships, and will be accountable for driving revenue growth, bookings, and profitability across the Rural Health portfolio. The ideal candidate will be equally adept at high-level strategic planning and operations management, balancing near-term opportunities with long-term vision.

Primary Responsibilities:

  • Campaign Strategy & Market Leadership
    • Develop and execute a comprehensive go-to-market strategy for the Rural Health campaign aligned with QTC and Leidos enterprise objectives
    • Identify, evaluate, and prioritize growth opportunities across VA, DoD, and other federal and state rural health markets
    • Analyze market trends, competitive activities, funding priorities, and healthcare policy shifts to inform and refine campaign strategy
    • Drive innovation and differentiation in solutions to address rural healthcare delivery challenges, such as access, staffing, and technology adoption
  • Customer Engagement & Relationship Building
    • Build and maintain strong relationships with senior leaders in government agencies, healthcare systems, and partner organizations serving rural and underserved communities
    • Serve as a trusted advisor to customers, bringing forward solutions that integrate QTC’s operational expertise with Leidos technology capabilities
    • Partner with marketing to design targeted campaigns, thought leadership pieces, and events that raise visibility and strengthen market position
    • Lead executive engagement efforts, including RFP strategy, key presentations, and pursuit support
  • Cross-Functional Collaboration & Execution
    • Unite operations, growth, technology, and clinical leadership to achieve campaign goals
    • Partner with sector and corporate teams to align investments, resources, and partnerships in support of growth objectives
    • Monitor campaign performance metrics and adjust strategies to optimize results
    • Represent the organization in healthcare industry events, conferences, stakeholder meetings, and public forums to advance thought leadership and influence policy discussions relevant to rural health

Required Qualifications:

  • Bachelor’s degree in Engineering, Business, Healthcare Administration or a related field
  • 12 or more relevant combined years of experience in the following:
    • 10+ years of experience in federal healthcare strategy, business development, or market expansion in technology
    • Successful track record in the development and execution of large-scale Collaborative offerings across customer sets
    • Documented experience in building and maintaining C-Suite relationships, which includes the evidence of effective communication skills, including sound demonstrated ability in presenting (in person and remote)
    • Ability to work in a collaborative business environment with peers across functions and sectors
    • Strong knowledge of federal healthcare programs, policies, and regulatory requirements (e.g., VA, DoD, CMS, HIPAA, Joint Commission)
    • Proven ability to craft and execute vertical-specific strategies that drive revenue growth.
    • Exceptional relationship-building and communication skills, with the ability to influence senior stakeholders and decision-makers.
    • Analytical mindset with a track record of identifying trends, gaps, and opportunities in complex markets.
    • Strong project management and collaboration skills, with a history of cross functional team management
    • If applicable, must be able to pass a federal background check and/or obtain and maintain additional clearances as specified by the contract (e.g., NACI, PIV, SMS, TMS).

Preferred Qualifications:

  • Experience working with healthcare technology, compliance software, or HR platforms.
  • Master’s degree in health or business
  • Experience working directly with nationally recognized leaders for value-based care payment models and healthcare policy
