CIVIL & ENVIRONMENTAL PRACTICE Michael Baker International's civil and environmental professionals manage and staff active project in over 40 countries on five continents. Our staff provide a broad range of engineering services and capabilities supporting highways and bridges, airports, rail and transit systems, local, state and federal government facilities, water and wastewater infrastructure, oil and gas infrastructure, and commercial/urban development. DESCRIPTIONThe Civil and Environmental Practice seeks an enthusiastic and motivated Technical Specialist II, Contracts/Subcontracts Support Specialist to join our growing and high performing Civil and Environmental Team based in Virginia Beach, VA. You will work in support of our Contracts/Subcontracts Administrator as part of a multi-disciplinary team, with staff located in the Virginia Beach office and in other Michael Baker offices located across the United States (US).

This position is based in Virginia Beach, VA. Applicants desiring to work remotely or from other Baker office locations may be considered depending on qualifications.
Essential Duties and Responsibilities The successful candidate will be a motivated self-starter who, under limited supervision and in collaboration with our Contract/Subcontract Administrator, supports our Office, Program and Project Management staffs in the set-up and execution of a broad range of environmental compliance, civil and transportation engineering projects. Under limited supervision, assist Contracts Manager/Subcontracts Manager and Project Managers with administration of various contracts and projects. Support includes, but not limited to, budgeting, invoicing, contract startup/closeout, financial analysis, and monthly reporting. Must have experience working closely with State/Federal agencies and outside companies (teaming partners, Joint Venture partners and support subcontractors) with all contract administrative duties.
Essential Duties may include:
- Input project data into various company-wide systems
- Audit contract files and data for compliance
- Work closely with Project Managers on contract/task order setups
- Develop and monitor project budgets
- Coordinate with company billers and accounting personnel on invoicing
- Investigate cost inconsistencies and recommend adjustments as necessary
- Audit expenditures and balance against monthly reports
- Participate in the development and fulfillment of all contract requirements
- Work closely with subcontractors, creating agreements, task orders/purchase orders, and closeouts
- •Review and analyze subcontractor bids and assist Program Manager(s) with award decisions
- • Track, record, and maintain contract electronic files
- Edit for grammar on company contracts and outside deliverables
- • Write simple letters and reports
- Create quarterly DBE reports for Virginia South Carolina, and others Mid-Atlantic states as assigned
- • Create bi-annual reports of small business usage for Federal contracts
Must have extensive knowledge and/or experience working in/with:
- Excellent writing and communications skills.
- State / Federal agencies (Department of Defense a plus
- Excellent skills in Microsoft Office Suite (including Word and Excel) and Adobe Acrobat.
- US (SAM.gov) system contractor registration system
- Virginia eVA contractor registration system
- Basic understanding of Federal Acquisition Regulations
- Basic understanding of Virginia's Agency Procurement and Surplus Property Manual (APSPM)
- Ability to work with many managers with quick turn-around times
PROFESSIONAL REQUIREMENTS - Education: College degree is desired, but relevant experience will be weighted at least as heavily
- Experience: 3 - 10 years
COMPENSATIONThe approximate compensation range for this position $64, 480.00 - $101, 545.60 per year. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
