Maximus is currently hiring for an Independent Verification & Validation (IV& V) Manager in the Government Health and Human Services space to support our Program Modernization division. This is a remote opportunity, though travel up to 50% of the time will be required for the selected individual. The Independent Verification & Validation (IV& V) Manager is responsible for managing the independent assessments team for large system modernization projects throughout the system design, development, implementation, and operations phases to ensure that systems and project processes meet industry standards and are consistent with project requirements.

Essential Duties and Responsibilities:

- Serve as a senior level individual contributor or project manager depending on project.

- Manage the resource allocation process within the functional unit and work cooperatively with senior management to ensure utilization goals.

- Serve as the central point of contact and primary interface for all project related issues.

- Manage client expectations effectively.

- Maintain and provide availability information for all resources.

- Facilitate team design discussions to ensure appropriate solutions are implemented.

- Ensure the project is in compliance with established standards and procedures.

- Ensure all appropriate costs are included in quarterly forecasts.

Manages the Independent Verification & Validation (IV& V) project team that participates in the activities that provide independent assessments of the system development/implementation/M& O project and its governance which includes:

- Leading risks and issues management.

- Removing progress roadblocks in order to make the team more effective.

- Assessing causes of risk and issues.

- Providing actionable recommendations that can be used by the project team to resolve issues and avoid risks

- Leading data collection and analysis for monthly and quarterly reporting.

- Attending and observing project meetings to collect project information and data, understanding project activities, and gain project insights.

- Interviewing State project and DDI contractor staff to collect project information and data, understand project activities, and gain project insights.

- Leading the analysis of project information and data collected.

- Leading the development of required project deliverables.

- Leading the presentation of results of IV& V assessments to project stakeholders.

- Leading meeting facilitation or conference calls.

- Adhering to contract requirements and compliance with all corporate policies and procedures.

- Tracking the status and due dates of project deliverables and milestones.

- Leading team to ensure the project is delivered to specifications, on time, and within budget.

- Managing work groups to ensure creation and maintenance of work plan documents are complete.

- Managing relationships with project staff responsible for projects.

- Managing initiatives and projects to track progress and provide support as necessary.

- Perform other duties as assigned by management.

- Travel for business needs up to 50% of the time.

Minimum Requirements

- Bachelor's Degree in related field.

- 5-7 years of relevant professional experience required.

- Equivalent combination of education and experience considered in lieu of degree.

- Possess a minimum of 3 years of people leadership experience, preferably in the Independent Verification & Validation (IV& V) discipline.

- 5 years working on a large-scale systems implementation project with IV& V oversight, or 3 years delivering Independent Verification & Validation (IV& V) or independent quality assurance tasks.

- Experience on at least one previous project involving a government service, benefit eligibility, or delivery program.

- Ability to interface with executive sponsors, IT resources, management teams, and stakeholders on a regular basis to interview and gather information and data to support analysis.

- Strong analytical skills.

- 3-5 years' experience delivering projects using Agile or iterative development methods.

- Excellent verbal and writing skills.

- Familiarity with cloud computing platforms including MS Dynamics and Azure (AWS may substitute this experience).

- Proficiency in Microsoft programs such as Word, Excel, PowerPoint and Project.

- Must live in the continental US.

Preferred Skills:

- 7 years or more of systems development and/or IV& V related experience

- Independent Verification & Validation (IV& V) experience (preferably in a management role) in one or more of the following: Comprehensive Child Welfare Information Systems (CCWIS), Statewide Child Welfare Information Systems (SACWIS), Pension systems, Unemployment systems, Medicaid/Medicare Information Systems, or Integrated eligibility systems.

- Project Management Professional (PMP) certification and/or related project management education and training.

Home Office Requirements:

Remote workers supporting contact center operations must have access to the internet via their internet service provider by purchasing or maintain a service that provides a minimum internet speed download requirement of 25 Mbps for a single user, download of 50 Mbps for shared internet connectivity, and 5 Mbps upload speed required; 10 Mbps preferred.

Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience.
