About the Opportunity

The Audit Assistant Vice President (AVP) serves at the discretion of the Senior Vice President (SVP) and General Auditor. Responsibilities include the planning and execution of annual audit plans for National IT and System IT operations, including large-scale business transformation and technology programs. Responsibilities also include leading performance management, staff administration and development activities, participating as a member of the department’s senior leadership team, and other duties as assigned in support of the Department’s mission, goals and objectives. This role will also represent the Fifth District Audit Department through active participation and thought leadership in a variety of Bank and System committees and governance groups including but not limited to the Board of Directors’ Audit and Risk Committee, FRS Board of Governors, US Treasury, external auditors, and the Government Accountability Office (GAO).

This position will be based on-site 5 days a week in Richmond, VA.

What You Will Do:

  • In collaboration with the SVP and General Auditor, develop and implement the audit strategy, goals and objectives ensuring alignment with overall Bank/System IT values, culture and strategy.

  • Provide strategic and thought leadership to lead, plan, schedule, direct and perform audits of National IT and System IT operations and large-scale business transformation and technology programs in compliance with professional standards. Activities include the development and maintenance of risk assessments for auditable entities and the execution of the annual audit plan by providing strategic direction and support with audit scheduling, resources, and budget.

  • Supports Federal Reserve System-wide audit objectives by participating in Conference of General Auditors (COGA) sponsored activities. Such activities include developing and leading System End-to-End IT audit strategies, overseeing the IT Auditors Group (ITAG) and Program Management Knowledge Forum (PMKF), maintaining strong collaboration with the Subcommittee of Audit Officers (SAO) and other Reserve Bank audit functions.

  • In coordination with the General Auditor, other department Audit Officers and managers, build and maintain effective relationships with leaders in System IT, the System Audit Community, the Board of Governors, and Bank IT (as needed) that fosters exchange of information about risks, issues, goals & strategies, audit plans, and other relevant topics. Leverage these relationships for greater coordination and collaboration for more efficient and effective audit coverage, for trusted advisory, for increased reliance on audit work, and for avoiding duplication of work amongst assurance providers.

  • Foster the development staff that ensures necessary skillsets and capabilities meet evolving demands and expectations. Identify, train, and develop the skills needed to be a valued advisor within the System Audit Community and audit stakeholders.

  • Present audit plans, results, significant findings, insights and other items as appropriate to the Audit and Risk Committee of the Board of Directors, and various levels of senior management as necessary.

  • In collaboration with Fifth District audit officers and General Auditor, provide strategic leadership and support for Audit Department policies and procedures, and department goals and objectives. Manage Audit Department activities to comply with the Institute of Internal Auditors (IIA) standards and maintain professional proficiency of staff.

Qualifications:

  • Bachelor's degree required. MBA or post-graduate degree in Information Systems, Computer Science, or related discipline highly desirable.

  • 7+ years of experience in audit, information technology, cybersecurity, and program management.

  • 5+ years of people leadership experience and strong decision-making abilities to plan, organize, and oversee a variety of activities that require complex solutions.

  • At least 1 professional audit or accounting certification (CISA, CISSP, PMP, CIA) is required.

  • Knowledgeable of IIA Standards, SAFR, NIST CSF, FRAM, and other relevant industry standards.

  • Ability to think independently and act decisively under pressure.

  • Excellent oral and written communication, analytical and interpersonal skills.

  • Ability to effectively coach and develop leaders and staff, holding others accountable for achieving desired outcomes.

Other Requirements and Considerations:

  • Sponsorship is not available for this role. The selected candidate will be subject to a government security investigation and must meet eligibility requirements for access to classified information. The ability to obtain and maintain National Security Clearance (Top Secret) is required for this role. US Citizenship is required to be eligible for National Security Clearance.

  • The hiring range is $190, 700$262, 240 LIR annually.

  • The salary offered will be based on the job responsibilities and the individual’s knowledge, skills, and experience as defined in the job qualifications.
