JOB OVERVIEW:
As a member of the Library's supervisory team, under the supervision of the Business Office manager, this employee carries out general business office functions such as processing deposits, invoices, and requisitions; provides front-line customer service to visitors (patrons, vendors, service providers, Board members, County representatives, job applicants); provides notary public service; implements record-keeping procedures; and uses accounting software to process business transactions in accordance with County regulations.
ESSENTIAL FUNCTIONS:
Receive visitors and telephone calls to Library Business Office in an objective manner, referring concerns and questions to appropriate employees
Prepare reconciliations for bank accounts on a timely basis
Reconcile and prepare deposits for daily cash receipts and ensure accuracy and proper fund allocation and resolve discrepancies promptly; and securely deposit cash receipts with financial institutions and county treasurer
Issue refunds to Library patrons following established procedures.
Requisition purchase orders and process invoices for payment; make requests to accounts payable according to county policy and state law
Coordinate deliveries from vendors and manage supply inventory; provide essential supplies and resources to library staff, supporting daily operations and programming
Process invoices for payment, monitor accounts payable to ensure timely payments, resolve issues with county departments and vendors, reconcile discrepancies, and ensure accurate financial reporting
Review payroll timekeeping records for accuracy and assist employees and supervisors with time adjustments as needed; generate payroll reports; review and approve payroll transactions within the established authorization framework; work with county Human Resources to troubleshoot and resolve time record system issues, ensuring smooth payroll processing
Assist with hiring of new employees; review onboarding paperwork with new employees
Coordinate processing of paperwork required to onboard volunteers
Maintain GRAMA records requests, incident reports, and other legal records to support the library's administrative and legal obligations
Serve as a notary public, providing notarization services to the public in accordance with state laws and regulations
Proofread and edit documents to ensure accuracy, clarity and adherence to the library's style guide
Maintain standard office equipment such as printers, copiers, and scanner/fax machines
Preserve the safety, appearance, and condition of Library facilities and property

SUPERVISORY RESPONSIBILITIES:
Coordinate training, supervise workflow responsibilities, and verify performance results to facilitate a competent workforce made up of support employees to achieve and deliver superior library service
EDUCATION/EXPERIENCE:
Education: Bachelor's degree from an accredited university, preferably with emphasis in business administration, human resources, communication, or a related area, or equivalent combination of education and experience.
Experience: At least three years' experience in an office setting with an emphasis in business accounting systems and general office practices
KNOWLEDGE, SKILLS, AND ABILITIES (KSA):
Knowledge of: Working knowledge of the principles and techniques of business and accounting correspondence and functions
Skills and Abilities to: Excellent customer service skills; Ability to work methodically with strict attention to detail; Strong organizational and planning skills, including the ability to perform multiple projects or tasks with frequent interruption; Significant ability with standard software used in business applications such as Microsoft products, especially Word and Excel; County HRIS; government accounting systems; and ability to internalize library industry standard software; Significant ability with current Web applications such as search engines, email interfaces, social media, and eBook and eAudio applications/commonly used devices; Ability to work with and troubleshoot office machines, such as copiers, scanners, and printers; Ability to exhibit good judgment according to a formalist system of ethics and establish a cordial and effective working relationship with the public, colleagues, Board members, and County officials; Ability to resolve conflict rather than create it, and implement change rather than block it; Ability to implement Library Board policies and administrative procedures; Understanding of the relationships and responsibilities of Library divisions and buildings; Understanding of Library mission and roles, and the general role of public libraries within a community
YOUR SPECIAL QUALIFICATIONS :
Availability for morning, afternoon, evening, weekend, and some holiday shifts

PHYSICAL DEMANDS:
While performing the duties of this position, the employee is regularly required to walk, stand, sit, talk, hear, crouch, crawl, balance, reach, stoop, and kneel. Must use hands and fingers to operate a computer. The employee is regularly required to lift up to twenty-five pounds, and occasionally up to fifty pounds. The employee must be able to remove materials or equipment from shelves at a maximum height of six feet and push carts weighing up to 175 pounds. Must be able to move about the work area, talk clearly with customers, and hear customer and employee responses. Must have excellent close vision and good distance vision, peripheral vision, depth perception, and ability to adjust focus.
WORK ENVIRONMENT:
Employees must be able to work rotating shifts (seven days a week) and flexible hours (morning, afternoon, evening, and holiday hours) when the Library is open. All employees will work up to two evenings per week and will alternate weekend shifts with the other employees in their division. Employees will also work holiday hours of equal proportion to those of other employees in their division.

Must have actively and consistently demonstrated all of the skill, ability, and willingness to perform all duties associated with an Associate Manager (Business), Support Services I position in an above standard manner in all seven management areas for two consecutive years; must be recommended by their supervisor; must have consistently played a leadership role in obtaining expected results.
A one pay-band salary adjustment accompanies this advancement.

Must have accepted additional responsibility above that required of others in their class, are currently performing at a standard level or above, and are recommended by their supervisor
In the case of an employee who has both performed above standard for two years in a row, and has taken on additional responsibilities, one or more salary steps may also be awarded.

A one pay-band salary adjustment accompanies this advancement and, depending on the value
to the organization of the extra responsibilities assigned to this position, one or more salary steps may also be awarded.
