Job Summary

Are you a Process Safety professional looking for the opportunity lead a PSM program to the next level of excellence? The PSM Lead reports to the refinery Safety and Health Manager and oversees 1-2 Process Safety direct reports. The PSM Lead is responsible for overseeing and coordinating the Process Safety Management Program within the refinery to help ensure compliance with OSHA’s Process Safety Management (PSM) Standard and EPA’s Risk Management Plan (RMP) PSM sections. We are looking for an independent, highly motivated, and safety-oriented candidate to join us as a Process Safety Lead Engineer. Essential Duties and Responsibilities:

Supervisory

  • Develop individual and team goals on a yearly basis with regular goal reviews to assess progress of direct reports
  • Develop and mentor process safety engineers, providing training and developmental opportunities
  • Utilize the chemical engineering intern program to further compliance with the applicable regulations.

Process Safety

  • Plan and schedule Process Hazards Analysis / Layer of Protection (PHA/LOPA) Analysis for all process units on a 5-year basis or as needed to support turnarounds
  • Development of programs for layers of protection (LOPA safeguards).
    • Visualization on P& IDs
    • DCS screens to highlight
    • Audit progress of tracking protection layers
  • Plan and schedule audits as required PSM/RMP (3-year), API HF-751 Alky (3-years), and Facility Siting studies as needed.
  • Oversee the operation and technical support of process safety software (Frontline) with management of change and incident investigation programs
  • Oversee the weekly incident investigation reporting to the refinery leadership team (RLT)
  • Oversee the high-severity incident investigation reporting for RLT
  • Lead and/or participate in assigned incident investigations
  • Oversee tracking of process safety key process indicators (KPIs)
  • Oversee and assist in developing PSM slides for monthly EH& S presentations
  • Ensure completion of assigned PHA, Incident, Audits, Studies, Insurance, and all other recommendations tracked in the PSM software.
  • Ensure MOCs are in place and that PSSR and training is completed for all process changes.
  • Oversee the yearly certification of SOPs

Engineering

  • Improve and maintain Process Safety programs
  • Support major capital projects
  • Support all turnarounds
  • Submit a current work list monthly to the Safety and Health Manager
  • Support other engineers as needed
  • Identify with the Safety and Health Manager appropriate training to develop skills
  • Develop and track all process safety policies, review, and perform updates as needed on a 3 to 5-year basis.

Turnarounds:

  • Support all turnaround efforts to ensure related MOCs have startup approval
  • Assist our turnaround safety programs with regular site observations
  • Ensure safety walk-throughs are completed for all turnarounds
  • Develop reports for tracking of MOCs to update RLT and Turnaround team as needed

Education and Experience Requirements:

  • BS in Chemical Engineering
  • Preferred 10 years’ experience in process engineering
  • Preferred 2 years’ supervisory experience
