JOB SUMMARY: Under occasional executive direction, administers all aspects ofa multi-million-dollarWorkforce SolutionsBorderplex(WSB)Child Care Services (CCS) contract toensurecontractoutcomes, compliance, and service delivery objectives are achieved in six counties that includeEl Paso, Culberson, Brewster, Hudspeth, Jeff Davis, and Presidio as assigned byWorkforce SolutionsBorderplexcontract.Oversees CCS operations and more than 80 employees, serves as the liaison toWSBand implementsall assignments related to the WSB Child Care Services contract. Regular attendance at the employers place of business and/or duringparticular hours, asassigned, is an essential function of this position.Employers must comply and follow the YWCAs attendance policy at all times, unless reasonable accommodations are requested and granted, as required by law.Provides strategic leadership and administrative oversight for CCS contract operations to ensure achievement of performance, fiscal, compliance, and service delivery objectives. Directs and monitors assigned programs operations, contracts, and related amendments.Works to ensure that all CCS Contract terms are met or exceeded.Develops and implements operational strategies, performance improvement plans, and internal controls to support contract compliance and continuous improvement. Monitors changes in applicable laws, regulations, policies, contractrequirements, guidance, andleads implementation of required operational changes.Ensureprompt andaccurateintake and eligibility documentation of parents applying for childcarescholarshipsandappropriate waitlist placement and follow up for parents when funds are notimmediately available.Analyzes program, fiscal, and operational data to identify trends, risks, service gaps, and opportunities for improved performance.Leads cross-functional coordination with YWCA and WSB finance, information technology, program staff, WSB, TWC, providers, YWCA human resource, and community partners to support effective contract implementation. Prepares and monitors budgets, financial statements, and operating data.Reviews billings and expenditures; and reviews, interprets and reports on actual performance compared to budget monthly, taking corrective action to alleviate variances.Ensures proper billings, collection of receivables, account reconciliation, and timelymonth-end closings each throughcollaborationof the CCS financial support staff liaisonandYWCA CFO. Performs detailed funds management and performance reporting by revenue source toassureappropriate expenditurelevels, fullutilizationof funds andmeeting ofperformance targets tofullestextent possible. Maintains positive relationships with CCS childcareproviders to enhance their understanding andensure that provider issues areresolved or concerns are addressed appropriately.Assures maintenance of provider announcements, paymentinformation and communications via telephone, email, ornewsletters.Develops strategies to strengthen provider engagement, increase provider capacity, support quality initiates, and improve access to childcares services for eligible families.Work cooperatively with YWCAIT department on systems automation and local software development. Attends appropriate meetingsfor WSB, includingWSBBoard Meetings, sponsored trainingevents, and ChildCareServices related committees.Researches opportunities to enhance CCS programs through grant writing/implementation, and through community collaborations.Supports long-range planning, grant development, partnership opportunities, and sustainability strategies that enhance CCS Service delivery.Hires, supervises, trains, counsels, evaluates andterminatesassigned employees.Involuntarilyterminatesemployees in consultation withsupervisorandHuman Resourcesdepartment.Prepares reports and recommendations for executiveteamregardingcontract performance, budgetutilization, provider capacity, compliance issues, and operational priorities. JOBQUALIFICATIONS: Bachelor's degree in business, Accounting or Public Administration fieldrequired.Mastersdegreeis highlypreferred.Five (5)yearsdirect experience in related field with experience in contract administration and budget management of at least $5 million, or any combination of experience and training that provides the required knowledge, skills, and abilities. Experience in grant writing and understanding of licensed care center administration and the ability to direct large staff required.Must have analytical ability and be detailed oriented.Must be well organized and be able to handle multiple priorities.Excellent verbal and written communication skills required. Excellent interpersonal skills required, with abilityto interact at all levels. Must be able to work under pressure with constant interruptions. Must be able to work independently and autonomously. Must be able to make sound judgments, have excellent decision-makingskills, andpossessstrong conflict resolution skills.Must have sound personal computing skills including Excel software.Must have access to a vehicleandpossessa validdriver's license and sufficient liability insurance.
