Position Summary: The Senior Manager, Finance and Business Services is responsible for leading a team of professionals to ensure the smooth functioning of financial operations and business services. The role involves both strategic planning and day-to-day management, requiring strong leadership skills and financial expertise. The Senior Manager plays a crucial role in driving financial stability, optimizing business processes, and supporting the overall success of The Center for Health Care Data (Center). Expertise and leadership are instrumental in contributing to the Center's growth and sustainability.
Position Key Accountabilities: - Maintain efficient operations of the overall infrastructure of the Center to permit the Center teams to perform work and issue deliverables in an efficient and timely manner.
- Develop and implement financial strategies, policies, and procedures to optimize The Center's financial performance.
- Monitor Center's financial indicators, analyze financial data, and prepare regular reports for senior leadership and stakeholders. Oversee budgeting and forecasting processes, ensuring alignment with Center's goals and objectives. Ensure compliance with relevant financial regulations, accounting principles, and tax laws (GABS 87, 96).
- Monitor all financial accounts assigned to the Center, the Center faculty and the Center projects
- Work closely and collegially with University and School of Public Health representatives in Finance, SPA, Human Resources, legal, accounts receivable, procurement, and accounts payable.
- Work closely and collegially with Center and University faculty and affiliated or external researchers to manage costs, charges, and revenues associated with projects
- Supervises administrative and finance team members, assigning job tasks and evaluating work performance
- Provide mentorship, training, and guidance to team members, fostering a positive and high-performing work environment.
- Manage Human Resources activities of the Center in regards to: recruiting and selection, hiring and termination, on-boarding, training, professional development, mentoring, counseling, performance evaluations, and salary planning, including creation or editing of job descriptions, interviewing and screening of applicants, and interpretation of HR policies.
- Collaborate with Center teams to identify business needs and streamline processes to enhance operational efficiency on internal operations
- Implement best practices for procurement, vendor management, and contract negotiation to achieve cost savings and improve operations.
- Set performance goals for the team and conduct regular evaluations to assess performance and identify areas for improvement. Encourage teamwork, communication, and collaboration among team members and cross-functional departments.
- Identify and evaluate financial and operational risks and implement strategies to mitigate potential impacts. Ensure compliance with internal controls and risk management protocols to safeguard UTHealth's assets and reputation.
- Participate in the development and execution of long-term financial and business services strategies. Contribute to decision-making processes by providing financial insights and analysis to support strategic initiatives.
- Performs other duties as assigned.
Certification/Skills: - Strong financial acumen and a deep understanding of accounting principles, financial analysis, and reporting.
- Excellent communication skills and the ability to convey complex financial information to non-financial stakeholders effectively.
- Proficiency in financial software, enterprise resource planning (ERP) systems, and Microsoft Office applications.
- Demonstrated ability to lead and motivate a dynamic team to achieve common goals.
- Strong analytical and problem-solving skills with a focus on driving continuous improvement.
- Certified Public Accountant (CPA) by Texas State Board of Public Accountancy (TSBPA) preferred
- Chartered Financial Analyst (CFA) by Chartered Financial Analyst Institute (CFA) preferred
Minimum Education: - Bachelor's Degree in finance, accounting, business administration, or a related field required. Master's Degree preferred. May substitute required education with equivalent years of experience beyond the minimum experience requirement.
Minimum Experience: - 6 years of progressive experience in IT Finance, with a proven track record of leadership and strategic decision-making required
Physical Requirements: Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
Security Sensitive: This position is a security-sensitive position pursuant to Texas Education Code §51.215 and Texas Government Code §411.094. To the extent that a position requires the holder to research, work on, or have access to critical infrastructure as defined in Texas Business and Commerce Code §117.001(2), the ability to maintain the security or integrity of the infrastructure is a minimum qualification to be hired for and to continue to be employed in that position.
