Position Summary: Executes and administers complex construction or services contracts to include Request for Proposal (RFP), Request for Qualification (RFQ), Invitation to Bid (ITB), and all related documentation. Prepares and completes all the actions necessary for a major procurement.
Position Key Accountabilities: Essential Functions
- Publishes requested documents required to fulfill daily demands of contract documentation in a timely manner.
- May assist in development of scope of work, evaluation methodologies, price proposal structures and all aspects of contract formulation.
- Ensures that all contract actions are completed according to state and federal requirements.
- Recognizes the appropriate contract types for a given purchasing situation.
- Monitors daily activities regarding contractor performance of scope of work.
- Communicates progress status on a daily basis to keep contract representatives informed.
- Validates and routes invoices appropriately, with proper documentation to justify payments.
- Processes and properly handles all incoming documentation concerning contract performance and/or function.
- Documents contractual events properly.
- Performs other duties as assigned.
Certification/Skills: - Effective communication and organizational skills.
- General knowledge of purchasing concepts and principles for complex contracts is required.
- Familiarity in project management preferred.
- Certified Professional Public Buyer (CPPB) by Universal Public Procurement Certification Council (UPPCC) or
- Certified Professional Purchasing Manager (CPPM) by American Purchasing Society (APS) or
- Certified Texas Contract Developer (CTCD) by Texas Comptroller of Public Accounts or
Minimum Education: Bachelor's Degree in Purchasing, Business, related field required May substitute required education with equivalent years of experience beyond the minimum experience requirement.
Minimum Experience: 3 years in a major purchasing environment working with complex, long-term services and construction contracts. Experience is to include public sector contracting, negotiations, requests for proposals and evaluations, invitations to bid, bonding and insurance, and all contract types required 1 year at UTHSC- Houston or other state institution of higher learning preferred
Physical Requirements: Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.

Residency Requirement: Employees must permanently reside and work in the State of Texas.
