HYBRID POSITION! 3 days onsite, and 2 days remote. Will travel for trade fairs within Texas.

Position Summary:

Provides overall planning and direction for the Historically Underutilized Business (HUB) and Small Business programs for the University of Texas Health Science Center at Houston.

Position Key Accountabilities:
  • Provides mandatory reporting of program results by analyzing monthly vendor payments to demonstrate success, accomplishments, and forward momentum towards goals and strategic direction.
  • Provides instructions to bidders on HUB plan submission requirements of state guidelines; evaluates HUB plan submissions and determines level of acceptability.
  • Monitors the payment process of subcontracts requiring HUB progress plans.
  • Interprets and applies Texas Comptroller's Office, UT System Regents' Rules and Regulations and UTHealth policies, procedures and strategic direction; ensures compliance with all purchasing policies and procedures applicable to UTHealth, UT System, and the State of Texas; works in conjunction with other UT System components to provide uniformity in procedures relating to the UTHealth HUB Program.
  • Provides HUB sourcing expertise to departments, educates vendors on doing business with UTHealth, promoting vendors within the UTHealth community, and developing vendors within the HUB community.
  • Investigates and evaluates potential HUB vendors for UTHealth use.
  • Educates HUB and Federal Small Businesses concerned with understanding the certification requirements for each program and assists HUB suppliers with obtaining their state certification; conducts HUB requirements training for UTHealth end users.
  • Meets with the UTHealth President and executive leaders bi-annually to discuss UTHealth HUB results.
  • Monitors the Vendor Audit Report to check the HUB status of new vendors; prepares various HUB reports including reports utilized by the UTHealth President and executive leadership during legislative sessions.
  • Represents UTHealth in professional and civic organizations, committees and groups regarding the HUB community.
  • Manages mentor/protégé program in compliance with the Texas Procurement and support services.
  • Obtains, tracks and reviews Federal Supplier Self-certification forms; assists UTHealth research departments by sourcing small business concerns that have the appropriate certifications to meet their required small business goals for UTHealth federal contract exceeding $650, 000. Conducts outreach for the Federal Small Business Program in conjunction with the HUB Program
  • Performs other duties as assigned.


Certification/Skills:
  • Exceptional interpersonal and technical skills.

Minimum Education:
Bachelor's Degree in Business Administration or a related field required
Minimum Experience:
5 years of accounting experience in procurement and/or accounting required 8 years of accounting experience in procurement and/or accounting preferred
Physical Requirements:
Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
