The Human Resources Consultant serves as a strategic partner to an assigned client group, providing expert guidance and support across all HR functions. In this role, you will advise leaders and employees by integrating deep knowledge of HR best practices, university policies, and relevant laws and regulations. You will be expected to approach complex issues with creativity and sound judgment, collaborating closely with HR Centers of Excellence to deliver comprehensive, multidisciplinary solutions.We are seeking candidates with experience as a Human Resources Business Partner, HR Generalist, or Employee Relations Advisor. The ideal applicant brings a broad and versatile HR background, including hands‑on experience working across multiple HR disciplines-such as employee relations, compensation structures, talent management, and organizational development. Position Summary: The Human Resources Consultant provides expertise and support in all HR functions to meet the strategic objectives of the assigned client area. Serves as an advisor on HR-related matters. Leverages and integrates knowledge of HR best practices, university policies, and applicable laws and regulations to advise clients. Facilitates the offering of creative solutions to complex issues by effectively partnering with HR centers of excellence to ensure a multidisciplinary approach to problem solving.
Position Key Accountabilities: - HR Expertise: Provides expertise on a broad and comprehensive range of human resources activities, including employee relations, performance management, talent development, recruitment, compensation, and other related HR functional areas. Leads cross functional projects across the HR division, multiple organizational units, or institution. Conducts needs assessments and proposes appropriate solutions and interventions, gains stakeholder support, and facilitates implementations. Demonstrates integrity, accountability and efficient stewardship of university policies and procedures. Analyzes ethical issues and dilemmas more critically, considering various perspectives and recommends potential outcomes in accordance with HOOP. Conducts review of reported concerns as assigned and makes recommendations for remediations/process improvement as appropriate. Maintains knowledge of applicable federal, state, and local laws. Maintains expert level knowledge of UTHealth Houston human resources policies, processes, and resources. Proactively recommends changes to policies based on human resources best practices, or changes in business needs of the organization. Applies technical knowledge and tools to solve moderately complex problems and tasks independently.
- Business Acumen: Demonstrates expert knowledge of the organization's structure, including key departments, roles, and reporting relationships. Cultivates and maintain relationships with key stakeholders across the organization. Takes lead in facilitating organizational planning and change management discussions. May assist assigned clients with designing and developing programs and projects in alignment with organizational goals. Makes recommendations for modification of established procedures and facilitates related change management activities to ensure business objectives.
- Change Agent: Demonstrates attention to detail and the ability to synthesize complex data to identify trends, patterns, and insights .Acts as change catalyst and leader. Identifies organizational issues that limit effectiveness and collaborates within HR centers of excellence to develop and deliver practical solutions. Proactively identifies, analyzes, and evaluates complex problems .Partners with leadership to move the organization effectively through meaningful change such as growth, restructuring and process improvement. Continuously looks for opportunities to improve HR processes and improve HR service delivery. May initiate and lead cross functional projects to meet departmental and institutional objectives.

- Certified Professional (SHRM-CP) by Society for Human Resource Management Certified Professional (SHRM) preferred
- Senior Certified Professional (SHRM-SCP) by Society for Human Resource Management Certified Professional (SHRM) preferred
Minimum Education: Bachelor's Degree in business administration with an emphasis in human resources or related field required May substitute required education with equivalent years of experience beyond the minimum experience requirement.
Minimum Experience: 6 years of progressively responsible experience in Human Resources; experience in at least one HR specialty function required
Physical Requirements: Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
Security Sensitive: This position is a security-sensitive position pursuant to Texas Education Code §51.215 and Texas Government Code §411.094. To the extent that a position requires the holder to research, work on, or have access to critical infrastructure as defined in Texas Business and Commerce Code §117.001(2), the ability to maintain the security or integrity of the infrastructure is a minimum qualification to be hired for and to continue to be employed in that position.
