Executive Vice President & Chief Business Affairs and Strategy Officer
Position Overview:
The Executive Vice President & Chief Business Affairs and Strategy Officer (CBASO) is a senior cabinet-level executive reporting directly to the President of UTHealth Houston. The CBASO serves as the enterprise integrator and execution partner for the President, responsible for translating institutional vision and priorities into measurable operating reality across UTHealth Houston's academic, research, clinical, and administrative enterprise. The CBASO aligns enterprise strategy, financial stewardship, operational leadership, facilities and infrastructure planning, information technology, data and analytics, and institutional transformation under a single accountable executive portfolio to ensure disciplined investment, transparent performance, and sustainable growth.
Scope of Responsibilities:
The CBASO is accountable for connecting strategy to execution by establishing an integrated framework that links institutional priorities, financial capacity, investment decisions, operational delivery, and performance measurement. The CBASO oversees enterprise planning and portfolio prioritization; provides executive oversight of finance, facilities, and information technology; and leads the operational and analytical capabilities required to support UTHealth Houston's missions. The role emphasizes alignment rather than centralization; ensuring decisions are sequenced, governance is clear, outcomes are measurable, and information is accessible to leaders across the institution.
Key Responsibilities:
Enterprise Strategy and Planning
• Lead the development and execution of a comprehensive 10-year, university-wide strategic plan as an immediate institutional priority.
• Guide institution-wide strategic planning and annual review processes in collaboration with the President, Deans, and senior leadership.
• Translate strategic priorities into executable implementation roadmaps with defined outcomes, milestones, and performance measures.
• Oversee enterprise portfolio prioritization, initiative sequencing, and execution governance to ensure priorities move with discipline and accountability.
• Establish performance management dashboards and operating rhythms that connect strategy to execution and results.
Finance and Financial Stewardship
• Provide executive oversight of the finance organization, including financial strategy, budgeting, forecasting, and long-range financial sustainability.
• Oversee strategic finance, enterprise financial modeling, scenario planning, and decision support to inform institutional investments and tradeoffs.
• Lead capital planning and governance to align strategic priorities, financial capacity, and infrastructure needs.
• Support the Executive Vice President for Health Affairs in managing funds flow strategy and execution with clinical affiliates and health system partners.
• Drive business case development for major initiatives, partnerships, and investments; ensure disciplined investment prioritization, ROI evaluation, and enterprise capacity management.
• Advance financial reporting, analytics, and transparency frameworks to support informed decision-making by executive leadership.
Operations, Facilities, and Information Technology
• Provide executive leadership for university-wide administrative and operational functions in support of UTHealth Houston's missions.
• Oversee facilities planning, capital projects, campus operations, and long-term infrastructure strategy.
• Ensure alignment between institutional strategy, capital investments, facilities development, and operational execution across the enterprise.
• Oversee information technology strategy, digital infrastructure, enterprise systems, and IT governance and security.
Digital, Data, and Technology Enablement
• Provide strategic direction and executive oversight to ensure technology investments are aligned with institutional strategy and enterprise priorities.
• Lead and ensure alignment for ERP modernization, enterprise systems governance, and digital infrastructure planning.
• Advance digital transformation and AI enablement initiatives to improve access to information, remove silos, and accelerate institutional execution.
Enterprise Intelligence and Analytics
• Establish and lead an enterprise-wide business intelligence and analytics function.
• Integrate financial, operational, academic, research, clinical, facilities, and workforce data to support decision-making, performance monitoring, and transparent reporting.
• Develop and operationalize decision-support tools and dashboards that enable leaders to track progress against strategic priorities and operational commitments.
Business Transformation and Process Improvement
• Lead institutional process improvement and transformation initiatives focused on efficiency, effectiveness, scalability, and long-term sustainability.
• Lead enterprise change management, organizational transformation, and internal consulting efforts to accelerate delivery of institutional priorities.
• Direct an enterprise PMO and process improvement function to establish execution discipline, accelerate delivery, and ensure accountability.
• Promote a culture of continuous improvement and data-informed management across the institution.
University Strategy, Growth, and Partnerships
• Direct market analysis, competitive intelligence, and growth modeling to inform strategic decisions and investment priorities.
• Develop and evaluate business cases for major initiatives, investments, partnerships, and affiliations.
• In partnership with the President and EVP Health Affairs, support major health system relationships and strategic initiatives, including clinical affiliations.
• Support development and execution of major initiatives, clinical growth strategies, and institution-wide research growth and capital planning priorities.
• Provide leadership for deal structuring, financial alignment, governance frameworks, and execution of strategic alliances and partnerships.
Leadership and Governance
The CBASO is a key member of the President's executive leadership team and serves as a principal advisor on strategy execution, financial performance, operational effectiveness, institutional risk, and enterprise transformation. The role includes leading and developing teams across strategy, finance, operations, facilities, information technology, analytics, and transformation; establishing clear governance, decision rights, and escalation pathways; and ensuring coordination across schools, administrative units, and clinical partners.
Minimum Education:
• Master's Degree in Business, Public Health, Health Administration, or related discipline required.
Work Experience:
• 10 years progressively responsible experience in strategic planning, strategy development or business development to include leading business development or strategic planning efforts for a healthcare organization required.
Knowledge, Skills and Abilities:
• Exhibited success in a business development or strategy role in healthcare
• Proven experience in using data to drive business development and strategy
• Skilled at team building and has a track-record of being a collaborative and effective manager
• Strong project management skills to drive execution, with measurable results to the bottom line
• Possess and demonstrate excellent organizational, interpersonal, and communication skills
• Capacity to work independently with minimal supervision
