Position Summary: The Assistant Director of Maintenance and Operations oversees a team responsible for campus-wide facility operations, preventative maintenance, and building trades. This role plans and manages the preventive maintenance program; responds to customer-related concerns and requests; plans and monitors maintenance and project-related budgets; identifies deficiencies and recommends corrections; assesses compliance and recommends corrective action; and identifies opportunities for improvements. The Assistant Director collaborates closely with building Controls and Utilities teams and Project Management on various initiatives and supports the Executive Director of Maintenance and Operations in developing strategies for building system repairs, modernization, and replacement. Additionally, this role collaborates with the Physical Plant contracts responsible for outsourced building and property services to fully support all aspects of building and property management. Close partnership with Environmental Health and Safety programs is also required to ensure full operational support and safety of our staff and facilities.
Position Key Accountabilities: - Manages teams responsible for reactive and preventative maintenance within buildings and/or facilities. Oversees the distribution of work orders via CMMS, ensuring related work orders are processed and performed consistently and appropriately according to applicable codes, regulations, standards, checklists, safety, and reporting procedures.
- Determines what facility components require periodic maintenance to preserve them and ensures their viability, reliability, availability, effectiveness, and efficiency.
- Reviews and identifies deficiencies within the facility management systems and ensures compliance with applicable standards, recommended practices, and statutory regulations. Plans and reports recommended corrective work as needed.
- Provides and/or oversees appropriate training for employees including safety, work orders, purchasing, software, equipment, time management, and job-specific training.
- Oversees maintenance-related projects including defining scope, estimating cost, determining budget source, scheduling customer and vendor meetings, ensuring communication between stakeholders, and purchasing policies are followed.
- Monitors maintenance costs and compares against budget. May provide budget analysis and plans for support of current and future budgeting needs. Assists in long-term planning of building or facilities needs to include infrastructure, facilities automation, and energy management.
- Manages purchasing process including the review of purchase requests and vendor proposals for appropriate application and accuracy; ensures that purchase requests are processed in a timely manner and that the purchasing process meets compliance standards; and ensures that invoices are approved and processed in a timely manner.
- Manages the application, implementation, and monitoring of the preventive maintenance (PM) program for assigned buildings or facilities. Ensures PMs are appropriately applied to equipment according to the manufacturers' and industry standards and that PM schedules are followed, completed, and reported in a timely manner.
- Oversees annual equipment inventory survey to ensure compliance. Requisitions and maintains an inventory of the material and supplies as required for work orders or preventative maintenance schedules.
- This job classification is designated as essential at the UT Health Science Center at Houston. In case of an emergency, essential positions are those required to sustain clinical services and/or are responsible for the protection of university assets. Personnel in designated essential positions are expected to report to their designated work site during their appointed work schedules, even when the institution has been officially declared to be on restricted access or closed due to adverse conditions.
- Manages Human Resources activities of department in regards to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning.
- Performs other duties as assigned.
Certification/Skills: - Detailed knowledge of building infrastructure and MEP systems serving research, education, and general use facilities.
- Proficient with current versions of Microsoft Office software including Word, Excel, Outlook, and Power Point.
- Proficient in administration of a CMMS - specific focus on planning maintenance activities.
- Proficient in the use of electrical testing instruments such as digital multimeters, clamp-on ammeters, hand held temperature, humidity, and water hardness testing equipment, temperature and humidity data loggers, air flow testing and balancing equipment, and a psychrometric chart.
- Driver License (DL) by State of Texas required
- Journeyman Electrician License by Texas Department of Licensing and Regulation (TDLR) preferred or
- Journeyman Plumber by Texas State Board of Plumbing Examiners (TSBPE) preferred or
- Air Conditioning and Refrigeration Contractor License by Texas Department of Licensing and Regulation (TDLR) preferred or
- Certified Educational Facilities Professional (CEFP) by Association of Physical Plant Administrators (APPA) preferred or
Minimum Education: Bachelor's Degree in Engineering, Controls, Construction, or other related field required May substitute required education with equivalent years of experience beyond the minimum experience requirement.
Minimum Experience: 6 years of maintenance experience required 5 years of supervisory experience required Building and/or facilities operations and/or management preferred
Physical Requirements: Exerts up to 50 pounds of force occasionally and/or up to 20 pounds frequently and/or up to 10 pounds constantly to move objects.
Security Sensitive: This position is a security-sensitive position pursuant to Texas Education Code §51.215 and Texas Government Code §411.094. To the extent that a position requires the holder to research, work on, or have access to critical infrastructure as defined in Texas Business and Commerce Code §117.001(2), the ability to maintain the security or integrity of the infrastructure is a minimum qualification to be hired for and to continue to be employed in that position. Personnel in such positions, and similarly situated state contractors, will be routinely reviewed to determine whether things such as criminal history or continuous connections to the government or political apparatus of a foreign adversary might prevent the applicant, employee, or contractor from being able to maintain the security or integrity of the infrastructure. A foreign adversary is a nation listed in 15 C.F.R. §791.4.
