Position Description

The EHS Manager - Emergency Response is responsible for the implementation/management of Emergency Response programs and ensures compliance with applicable local, state and federal regulations for the Gulf Region Terminals.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Manages the development, updating, and required submittals of facility wide emergency action, response plans and procedures (ICP, FRP, and ERAPs for multiple sites). Plans, develops, implements, and maintains programs, policies and procedures to ensure effective site fire protection and emergency response.
  • Lead, support, and provide direction to dedicated ERT personnel achieve the following:
    • Plans, manages and coordinates internal and external emergency response and firefighting training for Houston area Kinder Morgan Terminal emergency response teams.
    • Coordinates/manages emergency management drills and exercises to test facility systems and response capabilities.
    • Support Houston area Kinder Morgan Terminals in OSHA, internal, USCG, and 3 rd party audits that involve inspection, testing, and maintenance of fire protection systems as area SME.
    • Develop and manage systems to ensure all firefighting and emergency response assets are properly maintained and in a high state of readiness.
    • Respond to emergencies involving fire, hazardous materials, rescue, and medical situations in both industrial and community settings.
    • Engage external response support groups to improve the ability to respond to large scale incidents that may exceed our internal capabilities or expertise.
    • Develop appropriate foam inventory strategies for Gulf terminals.
    • Providing expert technical support to Operations, Engineering and contractors to strengthen and implement fire protection standards.
    • Act as secondary leadership for all matters related to the Health and Safety of Gulf employees.
    • Assisting in the development and implementation of applicable Kinder Morgan Health and Safety Programs.
    • Leading and coordinating incident investigations to determine root cause and develop corrective and preventative action.
    • Collaborating with the operations, onsite contractors, subcontractors, inspectors, and others in a respectful and professional manner to focus on driving the KM SQE Culture and making every project incident free.

Position Requirements

Education & Experience:
  • Bachelor's degree in Emergency Management, Occupational Safety, Fire Safety, or a closely related field from an accredited college or university preferred. Equivalent job experience and tenure may be considered in place of a degree.
  • Minimum of 5-7 years' experience in terminal or petrochemical facilities with responsibilities/oversight of ERT's and safety programs.
  • Knowledge and experience with developing and implementing fire protection and other risk management programs.
  • Extensive hands-on industrial/petrochemical emergency response and firefighting experience, and knowledge of regulatory and industrial emergency response compliance standards.
  • Travel to other field or corporate locations may be required depending on nature of ongoing work activities as much as 20% or possibly even more.
  • Meet the physical requirements for ERT members - if changes in physical/medical fitness occur, each ERT member is required to inform the Emergency Response Coordinator/Manager
  • Must be able to pass a respiratory protection medical exam
  • Comprehensive working knowledge of OSHA Health and Safety Regulations

CERTIFICATIONS, LICENSES, REGISTRATIONS
  • Requires successful completion of ICS100, 200, 300, 400, 700 & 800 level.
  • Possess or have the ability to obtain a Class B driver's license to operate fire trucks.
  • Ability to attain a TWIC (Transportation Work Identification Credential) as issued by TSA.
  • Successful completion and passing of company drug screen, background check and respirator fit test.
  • Medical certification such as EMT Basic a plus
  • OSHA/NFPA related training and/ or certifications
  • 40 HR HAZWOPER
