The Role:

The Federal Reserve Bank of Dallas is looking for a proven leader who will work collaboratively with the Bank’s General Counsel and management to consistently provide excellent legal, ethics, and compliance counsel for the Bank. In addition, this leader will be responsible for implementing the strategic direction for the Legal Department, managing the Bank’s ethics function, and collaborating on initiatives for the Bank as a whole. This leader will have a successful record of leading a professional legal team by working to attract and develop talented people in an environment where each person is valued for the distinct skills and attributes they bring to the group. The Deputy General Counsel will work collaboratively with peers and stakeholders across the Federal Reserve System, and will ensure their team and the practices of the Bank sustain and enhance the Bank’s reputation as a trusted public and financial institution.

Key Responsibilities:

  • Be a key legal advisor, delivering legal counsel and ethics guidance, for the Bank, as well as providing broad-based expertise and strategic advice to the General Counsel and other Bank leaders.
  • Build trusting relationships that allow for effective collaboration and thought partnership with stakeholders in the Bank and across the System.
  • Represent the Bank’s Legal Department at the System level, with the Board of Governors, and with outside agencies, as needed.
  • Oversee the performance of the Legal Department, including implementation of its strategic plan and departmental priorities.
  • Manage legal services that are provided by the Bank’s in-house attorneys and its outside counsel.
  • Be a visible thought leader and voice at the Bank and across the System to further advance the mission and vision of the Bank, including legal analysis of policy issues relevant to the System.
  • Engage stakeholders at the Bank and across the System to identify initiatives and business opportunities where the Legal function and Bank can add value or lend expertise, and influence outcomes.
  • Provide comprehensive management to the legal staff, including coaching and development, to ensure their engagement and expand their capabilities.

The Person:

  • Exceptional legal skills, including critical analysis of key legal issues and ability to develop legal strategy and objectives, with deep knowledge of current and evolving legal matters in banking, financial regulation, payments, technology, and ethics.
  • Lead with a clear set of values, demonstrate integrity in all situations and be a role model of ethical conduct.
  • Experienced attorney with the ability to anticipate legal issues or risks and “to see around the corner” and recommend approaches that are pragmatic in a regulatory environment.
  • Deep interest in improving public policy and commitment to the mission of the Federal Reserve System.
  • Ability to influence management and stakeholders of the Bank, and across the System, through exceptional relationship management, judgment, and persuasive communication skills.
  • Strong business acumen with a proven ability to evaluate the costs, risks, and benefits associated with alternative actions before making decisions. Effectively lead the implementation of new approaches in an evolving risk environment.
  • Proven ability to positively coach, lead, and develop others to achieve their professional best.
  • Strong collaboration skills and an interest in ensuring strong cross functional and enterprise- wide relationships with an ability to partner effectively with others in the pursuit of common goals. Ability to navigate a matrix organization.
  • Effective and strong interpersonal and diplomacy skills, and excellent presentation skills.

Education and Experience:

  • 12 plus years of progressively responsible legal experience in banking, financial services, or other relevant industry/specialty areas, including at least five years of management experience.
  • Understanding of the Bank’s and the System’s role in the banking, payments and regulatory environment and strong knowledge of the legal complexities through active responsibility for legal teams, evolving legal issues and engagement with key stakeholders.
  • Juris Doctor Degree from an ABA accredited law school and law license in good standing.

  • This role is based in our downtown Dallas office; ability and willingness to travel as needed (10%).
