Job Summary

The Senior Manager, Proposals & Compliance oversees the complete development, submission, and approval process for proposal solicitations supporting FMF contracts. This role requires effective collaboration with leaders including the Capture Manager, Program Manager, and functional teams such as Contracts, Legal, Divisions, and Pricing to ensure comprehensive proposal submissions and audit documentation. Additionally, the position manages compliance and reporting for FMF contracts, maintains key US regulatory relationships, and supports associated audit activities. The Senior Manager also provides leadership and professional development to direct reports within the proposal and compliance teams.
  • Lead the development of proposal documentation that complies with FMF regulations, DSCA Guidelines, FAR/DFAR, and CAS.
  • Oversee FMF compliance, analysis, and reporting activities in support of Elbit Agreements with US Regulatory Authorities and DSCA Guidelines/ESAMM.
  • Manage a team of Compliance and Proposal professionals.
  • Lead the implementation of strategic pricing initiatives for FMF, FMS, and USG Commercial business capture initiatives.
  • Oversee estimates for material, labor, and other direct charges, and compile support packages for proposal audits.
  • Assist in preparation and co-lead gate reviews with the program office and/or proposal manager.
  • Formulate basis of estimate strategies to support all line of business functional organizations.
  • Build cost models and analyses to support proposal waiver requests based on audited proposal packages.
  • Lead FMF Compliance Council Meetings with Corporate and Senior Line of Business Leadership.
  • Manage and support relationships with US Regulatory Agencies and Line of Business customers.
  • Conduct performance reviews, professional development, and provide feedback to team members.
Education, Experience/Knowledge & License/Certification
  • Bachelor's degree required; MBA preferred. No specific degree field required, but technical or English disciplines are preferred.
  • 5-10 years of relevant functional experience required.
  • 3-5 years of management experience required.
  • 3-5 years of industry experience required.
  • Secret clearance or ability to obtain one required.
  • Proficiency in Microsoft Office suite and Teams required.
Skills and Abilities
  • Strategic thinking, planning, and problem-solving skills.
  • Strong leadership, mentoring, and team management abilities.
  • Expertise in business analytics, pricing, and/or compliance.
  • Data analysis and performance measurement skills.
  • Working knowledge of FAR, DFARS, and CAS.
Travel/Physical Requirements
  • Work is typically conducted in an office environment.
  • Ability to work from home as needed.
  • Some travel is required.
