The Manager of Total Rewards provides direct leadership, supervision, and support to the assigned human resources team. This position oversees and provides expertise on all aspects of human resources related functions for compensation, pension, health and wellness benefits, leave management, payroll and subject matter expertise (SME) in human resource information systems (HRIS). The Manager – Total Rewards is responsible for the effectiveness of these functions to ensure delivery of high-level human resources service standards, payroll and benefit compliance which includes ensuring compliance with CRA reporting and remittance requirements, safety, and disability management working collaboratively with the Workers Compensation Board.
Qualifications
Education and Professional Certification:
- University degree in human resource management, business administration, or related field of study.
- Chartered Professional in Human Resources (CPHR) designation is an asset.
- Certified Payroll Practitioner from the Canadian Payroll Association is an asset.
Experience:
- Minimum four (4) years of progressive experience in human resources providing leadership, guidance, support, and development to team members and management.
- Experience with disability claims, strategic planning, project management, change management, analytics and reporting, HRIS implementation and maintenance, and payroll.
Skills and Characteristics:
- Strong leadership skills with the ability to manage, delegate, motivate, coach, mentor, and support
- Expert knowledge of multiple HR disciplines with a focus in total compensation, benefits, leave management, payroll, safety, disability management and HRIS.
- Strong working knowledge of employment legislation with experience interpreting and applying relevant legislation.
- Proven client service orientation.
- Strong interpersonal skills demonstrated by the ability to facilitate effective working relationships with individuals at all levels of the organization with tact and diplomacy.
- Effective time management and organizational skills with the ability to manage and prioritize multiple projects and initiatives.

Duties and Responsibilities
Services:
- Oversee the delivery and implementation of human resource services including; compensation, pension, health and wellness benefits, leave management, payroll, time and attendance, safety and disability management.
- Collaborate with leaders to develop and implement strategies that support people and organizational needs in addition to facilitating the deployment of our agency strategic plan with respect to HR initiatives.
- Oversee the development, review, and implementation and maintenance of agency processes, policies and
- Ensure all human resources policies and procedures, programs, and services are compliant with legislation and in alignment with the agency’s strategic goals and objectives.
- Manage delivery of competitive and fair total compensation; lead market reviews and other total rewards planning discussions with senior leadership.
- Collaborate with information technology to ensure recommend changes are made to the HRIS and processes that drive departmental and organizational goals and objectives.
- Develop and implement human resource analytics and reporting in support of key priorities and
- Manage all compliance, filings, reports, and audits related to the administration of employee benefit programs.
- Prepare reports and decision items for the Vice-President of Support Services, the Executive Committee, and the Board.

Leadership:
- Manage the assigned human resources team including; recruitment and selection, performance management, professional development, and staff discipline.
- Provide leadership, guidance, and team development for the team including: facilitating individual and team meetings; overseeing and providing training and development plans; completing evaluations, reviews, and when applicable, performance improvement plans; participating in employee relations issues and investigations; and providing advice and consultation.
- Employee advocacy including consistency in the treatment of employees, handling daily employee issues, effective employee communication, counseling, maintain employee relationship, complaint solving processes, and best employment practices.
- Responsible to ensure direct reports have completed mandatory training.
- Responsible to support the implementation and integration of CARE throughout all program
- Provide expertise to management and the human resources team in policies and procedures, compensation, pension, health and wellness benefits, leave management, HRIS, and HR reporting and analytics.

- Identify strategic positions within the human resources team and oversee the development of succession plans.
Management of Resources:
- Manage the workforce as required including approving paid time off (PTO) requests and addressing staffing requirements.
- Manage the overall provision and implementation of related HR services, policies, and programs for the agency.
- Determine the measures that inform the agency on trends, current status and recommendations to enhance services.
- Coordinate resources in support of agency workforce
- Develop, oversee, and ensure the successful implementation of HR initiatives and ensure projects are delivered within proposed timeframes and budgets.
- Develop the HR strategic plan, annual work plan, and/or projects to support department goals and objectives.
- Contributes to the organization by constantly assessing the effectiveness of the HR
- Participate in the development of the department’s budget and monitor budget utilization.

- Adhere to written or verbal agency and government regulations, policies, practices, and instructions.

Additional Requirements
The incumbent is responsible for completing all mandatory training requirements for the position as per agency policy and guidelines.
Salary range is $85, 654.40 to $110, 697.59 depending on experience.
