Position Type: Full Time

Salary Range: $85.00 - $110.00 Hourly

Program Manager

Urban Engineers is seeking qualified individuals in Pittsburgh to join the PMO Department as our Program Manager. This position will be responsible for general management of Rail and Transit Design and Construction projects/programs for railroads and public transit agencies.

Responsibilities
  • Supervise staff performing various program/project management services during the planning, design, procurement, construction and close out phases of publicly funded capital programs
    • Services include but are not limited to:
      • RFP development
      • planning/design scope management
      • budget and schedule monitoring
      • construction management
      • the implementation and maintenance of the overall quality program
  • Work with the client to resolve business and policy issues;
    • interface with consultants/contractors to monitor the timely and efficient delivery of services;
    • interfaces with public agencies, corporations, governmental officials, and permitting agencies
  • Provide supervision of the Program Management staff and Project Managers to deliver the Program and oversees the Project Controls, Document Control and Construction Inspection services to monitor the design and construction services required to support the Program.


Requirements :
  • Bachelor Degree in either Architecture, Mechanical, Electrical or Civil/Structure Engineering or Construction Management or a Project Management Professional certification along with a technical degree.
  • Professional Registration in Architecture or Engineering is desirable.
  • Demonstrated experience on multi-project facility design/construction programs including conceptual programming, permitting, design and construction management.
  • Minimum of 10 years progressively responsible experience in the area of Project Management on transportation, infrastructure and facility design and construction programs for public agencies is required.
  • Knowledge of project management procedures (PMI), financial management, CPM scheduling, cost control and forecasting, communications and document control.
  • Knowledge of facility management, commissioning, and operations.
  • Proficiency in the use of standard Microsoft Office products, Primavera (Oracle's Project Management software) and the ability to become competent with latest Project management software and reporting systems.
  • Demonstrated communication skills, both oral and written.
  • Thorough knowledge of engineering design, construction estimating, facility operation, project budgeting and scheduling.
  • Proven ability to manage multiple projects simultaneously and effectively, utilizing limited resources to achieve complex goals.
  • Expert knowledge of the principles, methods and tools for developing, scheduling, and managing projects and resources, including monitoring costs, work and contractor performance.
  • Extensive experience in managing and influencing diverse work groups and project teams.
  • Demonstrated customer service, decision-making, problem solving, negotiations and interpersonal skills.
  • Demonstrated knowledge of capital planning and assessment, cost-benefit analysis, planning and evaluation, and risk management protocols.
  • Proven skills at effective communication both at the interpersonal and group level.
  • Proven ability to work effectively within groups and to complete assigned tasks independently.
  • Must possess a valid driver's license.
