Senior Human Resources Manager – Labor, Employee Relations, & Compliance
Location: Corporate Office (with quarterly travel to the Baltimore Marine Terminal and regional coal operation sites)
Department: Human Resources
Reports To: Director of Human Resources
Position Type: Full-Time | Exempt
We are seeking an experienced and strategic Senior Human Resources Manager to specialize in labor relations, employee relations, and regulatory compliance across our network. In this role, you will partner closely with the HR Director to oversee employee and labor relations matters for multiple coal operation sites while serving as the dedicated lead HR manager for our Baltimore marine terminal.
The ideal candidate brings deep expertise in collective bargaining agreements (CBAs), union grievance procedures, and multi-state employment/labor laws. Based out of our corporate office in Southpointe, you will proactively shape workforce strategies, mitigate operational risk, and foster positive, compliant labor dynamics—traveling to the Baltimore marine terminal and field sites approximately once per quarter (or as business needs require).
Key Responsibilities:
- Function as the dedicated, lead HR contact for Baltimore marine terminal staff and leadership, managing day-to-day employee relations, performance management, and local compliance.
- Collaborate closely with the HR Director to conduct prompt, fair, and thorough workplace investigations into employee complaints, harassment allegations, or policy violations, drafting detailed findings and corrective action recommendations.
- Serve as the primary HR advisor for complex employee relations matters, performance concerns, attendance issues, and involuntary separations.
- Coach managers and supervisors on progressive discipline, conflict resolution, performance improvement plans (PIPs), and consistent documentation standards.
- Maintain comprehensive, up-to-date knowledge of Federal, State, and local labor laws across all operating states, ensuring company policies strictly align with legal requirements.
- Proactively identify compliance vulnerabilities in multi-state operations and implement corrective strategies.
- Oversee the drafting, updating, and enforcement of employee handbooks, company policies, standard operating procedures (SOPs), and HR compliance reporting.
Minimum Qualifications & Education:
- Minimum of 7 years of progressive HR management experience, with a heavy emphasis on labor relations and compliance.
- Demonstrated hands-on experience managing union operations, grievance processes, and interpreting collective bargaining agreements.
- Proven multi-state labor law expertise (experience with industrial, mining, or maritime regulations is highly preferred).
- Ability to travel to the Baltimore marine terminal at least once per quarter, or more frequently as critical operational needs arise.
- Bachelor’s degree in Human Resources, Labor Relations, Business Administration, or a related field.
