Overview:
As the Health Records Specialist at the Barber National Institute, you will be responsible for organizing, managing, and safeguarding patient health records and data across the organization. Serving as the designated Health Record Custodian, you will ensure that all handling, storage, and dissemination of protected health information complies with HIPAA regulations, state requirements, and industry best practices.

In this role, you will support organizational privacy initiatives, oversee record retention and destruction processes, and manage the Release of Information workflow. You will also assist in evaluating record storage practices across organizational locations and identifying opportunities to improve record management systems and processes. This position requires a highly detail-oriented professional with strong knowledge of privacy regulations, electronic health records systems, and healthcare compliance standards. The position is based on-site in Erie, PA, with occasional travel to organizational program locations; mileage is reimbursed in accordance with company policy.

What You’ll Have:

• High School Diploma or GED required; Associate degree in Health Information Technology or related field preferred
• Prior experience in healthcare records management and/or privacy compliance within a healthcare organization required
• Experience managing medical records and working with both electronic and paper record systems
• Registered Health Information Technician (RHIT) certification preferred
• Healthcare or hospital system experience strongly preferred
• Valid driver’s license required

A Typical Day May Include:

Protecting the confidentiality and security of patient records in full compliance with HIPAA requirements
• Managing and implementing processes supporting HIPAA Patient Rights, including access requests, amendments, and disclosure accounting
• Receiving, reviewing, and processing medical record requests and Release of Information (ROI) documentation
• Retrieving, compiling, and securely distributing patient records from both electronic and paper systems
• Coordinating the mailing and delivery of records to authorized recipients
• Processing approximately 30 medical record release requests per week
• Supervising the document destruction vendor to ensure secure and compliant disposal of records
• Conducting medical record purging in accordance with established retention schedules
• Maintaining and organizing record storage areas, including those located within residential program sites
• Managing the receipt, tracking, and integration of records from off-site locations
• Assessing current record storage practices across locations and identifying record storage locations
• Evaluating record management systems and recommending improvements to storage and retrieval processes
• Developing, reviewing, and updating internal privacy policies and procedures to support ongoing compliance
