Description:

The Conflict of Interest (“COI”) Officer (“COI Officer”) oversees and administers the Conflict of Interest Office on the OU Health Sciences campus (HSC). The COI Officer manages daily operations of the COI Office for HSC, drives continuous improvement in all areas of conflict of interest and commitment, and administers implementation of the Board of Regents’ Individual COI Policy. The COI Officer will work with various offices, including but not limited to Export Controls, Office of Technology Commercialization, Procurement, Human Resources, and others mto ensure compliance with the Board of Regents’ Individual COI policy, as well as other policies related to conflicts of interest. The COI Officer coordinates with other campus counterparts in the administration of the Institutional COI Policy and provides oversight and support to the HSC COI Committee, as described in the Board of Regents’ Individual Conflicts of Interest policy. In addition, the COI Officer provides updates and reports and responds to feedback from the applicable enterprise-wide risk and compliance subcommittee(s) as appropriate. The COI Officer provides support and training and serves as an available resource for all members of the campus community. The COI Officer monitors compliance with the procedures, requirements, and time frames outlined in the COI policies. The COI Officer will interact with employees at all levels of the University and tailor analyses, as well as communications, to each group.

Duties:

  • Responsible for carrying out all duties assigned to the COI Office as set forth in the Individual COI Policy and HSC COI policies and procedure documents.
  • Provide support for the COI Committee, including meeting support, conflict evaluation, and review for individual conflicts of interest, development of resolution letters and management plans, meeting minutes, and tracking status of all identified and/or reported conflicts.
  • Responsible for carrying out all duties assigned to the COI Office as set forth in the Institutional COI Policy.
  • Monitors higher education and other relevant trends and best practices for managing COI and proposes changes to COI-related training materials, policy, procedures, and practices where appropriate.
  • Coordinates with COI Officer on Norman campus to align processes and procedures where practical, and, where appropriate, to promote consistency in management of COI.
  • Together with COI Officer on Norman campus, serves as Co-Chair of enterprise-wide compliance subcommittee on COI issues, serves on enterprise-wide subcommittee on research issues, and serves on other committees or subcommittees as assigned.
  • Serves as a resource, in consultation with the Office of Legal Counsel, on COI requirements related to the Oklahoma Ethics Commission, and as a resource, along with ORA/ORS and the Office of Legal Counsel, on other matters pertaining to COI regulations from research funding sources (i.e., the National Institutes of Health, the National Science Foundation, and the Department of Energy).
  • Identifies areas with heightened risk of COIs and develops and provides tailored trainings or focus of resources on those areas. Contacts campus groups (Faculty Senate, Staff Senate, Department Chairs, Department Faculty, etc.) to schedule training throughout the year.
  • Implements and documents audit functions to ensure compliance with COI policy and management plans.
  • Travels to and participates in COI matters on the University’s multiple campuses as needed.
  • Develops and maintains centralized repository of COI disclosures and management plans and maintains copies of nepotism waivers.
  • Provides accurate reporting of COI issues to Director of Compliance, COI Subcommittee, Senior Vice President and Provost, and others as appropriate. Uses reports to drive 100% compliance with training requirements.
  • Facilitates a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.
  • Develops and maintains relationships with University offices and officials in areas affected by COI.
  • Contributes to the overall success of the University by performing other duties as assigned.

Educational requirements:

Desired Skills:

Required Education: Bachelor's Degree or equivalent experience, AND:

  • 12 months of related program administration experience with a specific background preferred in research regulatory compliance issues

Equivalency & Substitution: Will accept 48 months experience in lieu of the Bachelor’s degree for a total of 60 months of experience.
