Description:
Serves as a key knowledge expert on a specific community development topic (e.g. housing/ neighborhood stabilization, human capital, small business, or community development finance). for the District. Uses strategic agility and quality decision making to support CD leadership in the development of a comprehensive strategy for CD topics, to include research, outreach, and other initiatives. Independently executes strategy and monitors, measures, and reports outcomes. Uses interpersonal savvy to foster strategic relationships with key stakeholders. Uses technical and intellectual skills to conduct high-level applied, practitioner- and policy-oriented research. Produces highly specialized and original research papers, articles, and/or reports on CD topics for Bank and System publications and community partners use. Represents the Bank and CD function on District and System workgroups and projects. Maintains a high level of knowledge regarding research, best practices, and policy expertise of specified issues related to the CD field. Works independently, requiring little guidance in area of expertise.

Essential Accountabilities
Leads the work of a CD focus by strategically planning and coordinating related research and outreach/engagement activities using effective and creative approaches to address low to moderate income (LMI) issues.
Effectively carries out project management activities, to include defining project specifications/requirements, identifying resources, organizing teams, ensuring project objectives align with Bank and CD strategic plans, prioritizing work, assigning tasks, tracking progress, preparing status reports, managing deadlines, and measuring outcomes.
Tracks related to core data indicators, policies, and regulations for District and nation on CD topics.
Participates and provides leadership on Federal Reserve System (FRS) initiatives and work groups.
Executes research and outreach/engagement projects on a select CD focus to assess LMI needs and issues within the District; includes primary and secondary data gathering, analysis/synthesis, and case studies. Informs external stakeholders and Bank leadership, economists, and System counterparts on issues by writing and delivering effective professional presentations.
Coordinates dissemination and use of results to prioritize the implementation of complementary activities (e.g. forums and convenings) throughout the District using in-person and technology-based approaches.
Fosters regular communications, high-level relationships, and effective collaboration among District and national practice, policy, research experts/leaders from think tanks, universities, nonprofit organizations, government agencies, foundations, trade associations, financial institutions, nonprofits, and other related organizations on select CD focus and serves as a critical knowledge broker.
Serves on local/regional taskforces/project committees that align with District and FRS CD interests. Prepare written summaries of workshop or conference proceedings.
Participates in substantive, hands-on collaborative CD projects in the District and documents/publishes processes for potential duplication in other parts of the District/country.
Conducts independent applied research and produces highly specialized and original data reports for the CD department's website, blogs, discussion papers, other printed material, and for external sources on CD issues.
Serves as a contributing editor for the CD department’s publications and helps to recruit outside contributors to address critical topical issues for the District and nation.
Participate in FRBC FOMC and other Bank discussions related to select CD topic. Prepares and delivers sophisticated presentations on CD topics to internal and external stakeholders. Supports the preparation of responses to outside inquiries and provides expert advice to Bank and System leadership and other departments as needed.
Education and Experience
Bachelor’s degree with a minimum of 10 years of related work experience or
Master’s degree with a minimum of 7 years of related work experience or
PhD with a minimum of 5 years of related work experience

The expected starting salary range for the Community Development Senior is between $137, 000 and $171, 300 annually. Final salary and offer will be determined by the applicant’s background, experience, skills, internal equity, and market data.
