Job Summary

The Delivery Lead, Strategic Performance Excellence is the accountable leader for the development and execution of Corrective Action Plans (CAPs) in response to government-issued Corrective Action Requests (CARs) across the TRICARE (T-5) and Community Care Network (CCN) programs. This role operates with a high degree of independent judgment and decision-making authority, performing highly complex analytical and operational work with broad organizational impact. This role leads the end-to-end corrective action lifecycle for assigned CARs, including root cause analysis (RCA), corrective action design, executive-ready deliverable development, stakeholder alignment, and disciplined execution through measurable resolution. The Delivery Lead operates in a high-visibility, high-intensity environment with tight, government-mandated turnaround timelines and direct engagement with C-level and VP-level leadership. Work is performed under general direction of the Director, Strategic Performance Excellence, with significant latitude for independent action and judgment.

The position manages a portfolio of active CAPs in various phases (initiation, design, execution, and monitoring), typically leading one intensive CAR/CAP at a time during initiation and design while overseeing execution of two to four CAPs concurrently. This role mentors a project manager and partners closely with the business, IT, Quality & Process Improvement (QPI), Compliance, and executive leadership to ensure corrective actions are strategically aligned, operationally feasible, and demonstrably effective. In partnership with the Quality Performance Improvement team, this role incorporates preventive insights and early risk indicators from Quality Improvement Plans into corrective action design and execution to help prevent escalation to formal CARs.

Education & Experience

Required:

• Bachelor's degree in Healthcare Administration, Business, Industrial Engineering, Public Health, or related field, or equivalent experience
• U.S. Citizen
• Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation
• 7+ years of progressive experience in healthcare operations, quality improvement, regulatory response, compliance, or performance management
• Demonstrated experience leading enterprise-level root cause analysis and corrective action initiatives
• Lean and/or Six Sigma certification required
• Proven experience facilitating executive-level working sessions and presenting to senior leadership

Preferred:

• Master's degree in Business Administration, Management Information Systems, Engineering, Healthcare Administration, or related field
• Experience working within federal healthcare programs or government-regulated environments
• Previous experience in Healthcare Administration, Management, or Operations
• Experience and knowledge of the Veterans Affairs health care system and Department of Defense military healthcare system
• Master Black Belt Certification and experience with Black Belt projects

Key Responsibilities

CAP Development & Strategy Execution
• Lead development of comprehensive, high-quality CAP responses to government-issued CARs
• Facilitate structured root cause analysis sessions using industry-standard methodologies (e.g., 5 Whys, Fishbone, FMEA, Fault Tree)
• Ensure root causes are validated through data and stakeholder input
• Design corrective actions that directly address validated root causes and drive sustainable operational improvement
• Develop executive-ready deliverables summarizing findings, corrective actions, timelines, and measurement plans
• Partner with the communication specialist to refine narrative and ensure clarity, precision, and alignment with organizational strategy
• Coordinate with the Quality Performance Improvement team to translate early-risk signals into preventive workplans and ensure dependencies between QIPs and active CAPs are aligned for timely, sustained improvement

Portfolio & Execution Management
• Manage a portfolio of 2-4 CAPs in execution phase while leading new CAPs through initiation and design
• Oversee corrective action implementation plans, milestones, and dependencies
• Monitor progress, identify risks, and proactively escalate issues to the Director
• Ensure corrective actions are delivered on time and within agreed scope
• Reassess RCA and solution design when performance metrics do not demonstrate expected improvement Stakeholder Engagement & Facilitation
• Host and facilitate working sessions with business stakeholders to identify root causes and co-design corrective actions
• Coordinate cross-functional engagement across Operations, Clinical, Network, IT, Compliance, and Quality teams
• Partner with senior business leaders to secure commitment, accountability, and execution support
• Present findings, corrective strategies, and progress updates to VP- and C-level leadership
