Lieutenant Basic - Classified Status Employee ($20.64/hour-$61, 711.50/year)

Lieutenant Intermediate- Classified Status Employee. ($21.74/hour-$65, 011.50/year)

Lieutenant Paramedic- Classified Status Employee. ($23.15/hour-$69, 211.50/year)

Job Description

PURPOSE SUMMARY.

Lead and supervise fire and emergency response operations, ensuring the safety and efficiency of personnel, equipment, and facilities. Coordinate and oversee fire suppression, emergency medical services, and fire prevention efforts. Manage the performance and development of firefighters through regular training. Responsible for maintaining station and equipment readiness, ensuring compliance with safety standards, and accurately documenting incidents and training activities. If assigned to training, the position also develops and manages departmental training programs, evaluates their effectiveness, and ensures alignment with regulatory standards and organizational goals. Through strong leadership, communication, and collaboration with internal and external stakeholders, this position supports the overall mission of safeguarding the community.

ESSENTIAL DUTIES. This is a safety sensitive position.

If assigned to Operations 48/96 shift:

1. Leadership and Supervision
  • Coordinate the activities of an assigned fire company in a designated fire district or station.
  • Directly oversees a minimum of three (3) firefighters and may oversee career and volunteer personnel.
  • Evaluate the efficiency of career personnel by conducting regularly scheduled performance reviews.
  • Conducts training for subordinates in the use of equipment and methods of extinguishing fires, emergency rescues, fire prevention, and medical assistance.


2. Fire and Emergency Response
  • Respond to fire alarms, determine the nature and extent of the fire and danger to adjacent buildings, and direct firefighting crews accordingly.
  • Perform fire suppression activities, fire prevention, rescue, communications, and emergency medical care.
  • Respond to emergency calls and render emergency medical care while coordinating with fire and emergency medical personnel.


3. Station and Equipment Management
  • Inspect assigned fire station, buildings, grounds, and facilities to ensure compliance with maintenance standards.
  • Examine firetrucks and equipment to ensure they meet maintenance standards.
  • Assist and coordinate the maintenance and repair of county facilities, apparatus, and equipment.
  • Aid with ordering station supplies and replenishing emergency response supplies.


4. Reporting and Documentation
  • Compile reports of each fire call, listing location, type, probable cause, estimated damage, and disposition using personal computer and emergency reporting software.


5. Training and Development
  • Provide training for subordinates on fire suppression, fire prevention, emergency rescues, and emergency medical assistance.


6. Interpersonal and Communication Skills
  • Interact with fire and emergency medical personnel to assign and instruct both volunteer and career personnel during emergency situations.
  • Maintain substantial interpersonal contact with both internal and external customers, ensuring all interactions are conducted with respect and professionalism.


If assigned to Training 40-hour shift / Normal work schedule is Monday through Friday, from 8: 00 a.m. to 5: 00 p.m. unless training schedule indicates otherwise.

1. Training Program Development and Management
  • Assist in preparing, developing, and delivering assorted training programs and activities for the department under the direction of the Training Captain.
  • Research training programs, update existing ones, assist in the development of new curricula, and research new technology for tools and equipment.
  • Develop forms and appropriate reports for documentation of training activities for the department and individual staff members.
  • Review, revise, and update training reference materials to meet department needs.


2. Coordination and Supervision of Training
  • Coordinate and supervise activities related to training programs and ensure the availability of personnel and equipment.
  • Prepare schedules and coordinate attendance for training activities.
  • Supervise the delivery of training programs and evaluate Fire Department personnel's performance during training activities.
  • Supervise and evaluate recruits during the fire academy to ensure proficiency in firefighting, special operations, community risk reduction, and medical techniques.


3. Evaluation and Improvement of Training Programs
  • Ensure the currency and effectiveness of training programs.
  • Evaluate the effectiveness of training programs to ensure they align with departmental goals.
  • Evaluate new fire suppression equipment and training practices to ensure compliance with regulatory standards.
  • Conduct periodic departmental training needs analysis to identify instructional needs.


4. Compliance and Documentation
  • Maintain training and equipment maintenance records to ensure regulatory compliance.
  • Ensure all training reports are accurate, complete, and maintained according to applicable standards and practices.
  • Manage and maintain the Fire Department's records management system.


5. Committee Participation and Task Groups
  • Serve on committees and task groups as assigned to address various training and operational needs.


ADDITIONAL DUTIES. Performs other duties as assigned.

QUALIFICATIONS.

A. Education. High School diploma or equivalent. Associate's degree in fire science or related field is preferred.

B. Experience. Three (3) years of full-time field experience, as a career firefighter, in emergency response. Supervisory or lead worker experience is highly desirable. Bilingual (English/Spanish) is preferred. The employee must be 18 years of age as of the first day of employment.

C. Education / Experience substitution. As per County Policy.

D. Licenses/Certifications.

Required at time of application :
  • IFSAC certified Firefighter I and Firefighter II.
  • Licensed NM EMT-Basic; Intermediate or Paramedic or equivalent National Registry License (reciprocity must be obtained within 90 days) at the time of application.
  • IFSAC Hazardous Materials A/O.
  • ICS 100, 200; and IS 700, 800.
  • IFSAC Fire Officer I.


Must obtain :
  • NM Class E Driver's License or equivalent within three months of hire.
  • Defensive driving course within three months of hire.
  • IFSAC Fire Inspector I within 12 months of hire.
  • Must obtain NM EMT-Intermediate within two years of hire.
  • Will be required to certify at the Haz-Mat technician level.
  • Must obtain and maintain Firefighter and EMT certifications for continued employment or be subject to dismissal.


Preferred : NM Licensed EMT Intermediate, Fire Officer II, or Hazardous Materials Technician.

Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.). Eye Detect, background check, and maintain a satisfactory driving record in accordance with policy. Post-offer medical exam, subject to mandatory drug and alcohol testing due to safety-sensitive duties.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Knowledge of:
  • Practices, procedures, and equipment used in fire suppression.
  • Communication and interpersonal methods and techniques to deal with the public and County staff must always be conducted with courtesy and respect.
  • General business inspections and fire codes.
  • Fire training programs and activities.
  • Instructional needs of the department.
  • Fire Department data and record management system.
  • Incident Command System staffing needs during emergency and non-emergency events.
  • Applicable laws and regulations, county and department policies and procedures, and standards of quality and safety.

  • Public Safety Radio Systems and Communications.


Skills in:
  • Operation of hand tools, power tools, ladders, hose, repair tools, first responder medical equipment, and fire hose.
  • The use of specialized software and systems, including a computer with Microsoft Office Suite, GIS Software, Timekeeping software, Public Safety Record Management software, and other associated software.


Ability to:
  • Analyze emergency situations and select effective courses of action, giving regard to surrounding hazards and circumstances.
  • Cope with stressful situations.
  • Interpret information accurately and make decisions according to existing laws, regulations, and policies.
  • Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
  • Communicate effectively and speak clearly and distinctly with the public and employees.
  • Work independently with general supervision, making determinations of appropriate action to take.
  • Make mathematical calculations and draw logical conclusions.
