Description:
Summary
Oversees the Field Safety Group (FSG) with responsibilities including the following areas:
• Safety recall and noncompliance recall reporting (Defect Information Reports [DIRs])
• Transportation Recall Enhancement, Accountability, and Documentation (TREAD) Act reporting (49 CFR Part 579)
• National Highway Traffic Safety Administration (NHTSA) investigations, including Preliminary Evaluations (PEs), Engineering Analyses (EAs), Standing General Order (SGO) reporting, and Office of Defects Investigation (ODI) inquiry responses
Supports, and in certain instances oversees, Subaru Canada, Inc. (SCI) during comparable activities related to Canadian regulations. Develops, maintains, and improves processes for potential safety defect topic identification.
Primary Responsibilities
Manages NHTSA 49 CFR Part 573 Compliance Activities
• Collaborates with Subaru Corporation (SBR) Quality Assurance (QA) Department to create draft Defect Information Reports (DIRs)
• Coordinates review and approval with Subaru stakeholder departments
• Submits finalized DIRs into the NHTSA recall portal
• Coordinates and facilitates Campaign Planning Meetings for each safety recall and service campaign following SBR committee decisions
Leads 49 CFR Part 579 (TREAD Act) Compliance Activities
• Oversees TREAD Specialist reporting responsibilities, including:
• Annual Substantially Similar Vehicle submissions
• Quarterly Aggregate, Death & Injury, and field report text submissions
• Monthly Manufacturer Communications submissions
• Drafts and submits Death & Injury inquiry responses
• Collaborates with SBR QA Department to create draft Foreign Recall Reports and submits finalized reports to NHTSA
Coordinates and Submits NHTSA ODI Investigation Responses
• Acts as the primary Subaru point of contact for NHTSA ODI investigations
• Collaborates with SBR QA Department to draft Information Request Letter responses
• Submits finalized responses to NHTSA
Leads NHTSA Standing General Order (SGO) Reporting
• Airbag Rupture Reporting:
• Monitors airbag rupture alert reporting
• Collaborates with SBR QA Department to create draft Airbag Rupture Reports
• Submits finalized Airbag Rupture Reports to NHTSA
• Advanced Driver‑Assistance Systems (ADAS) Reporting:
• Oversees daily monitoring of ADAS alert reporting
• Oversees monthly update reporting
• Drafts and submits finalized reports to the NHTSA SGO Portal
Supports Field Safety & Compliance (FSC) Manager Activities
• Supports, and in some instances leads, development of NHTSA ODI inquiry responses
• Supports presentations of Subaru's position to NHTSA representatives
Safety Defect Topic Identification
• Develops, maintains, and improves processes for identifying potential safety defect topics
Industry Group Participation
• Participates in field safety industry groups, including but not limited to:
• Automotive Alliance for Innovation (AAI) Early Warning Reporting (EWR) Working Group
• AAI Advanced Driver Assistance Systems (ADAS) Working Group
• AAI Recall Working Group
• Independent Testing Coalition
• Disseminates meeting summaries and key takeaways to relevant Subaru stakeholders
Supports Subaru Canada, Inc. (SCI)
• Supports and, in some instances, oversees SCI activities related to Canadian safety regulations
Additional Responsibilities
Part 512 Confidential Treatment Requests
• Creates and submits Part 512 Requests for Confidential Treatment related to primary responsibilities
Regulatory Monitoring
• Continuously monitors new safety regulations to understand regulatory implications
Industry Monitoring
• Continuously monitors other OEM safety recalls and NHTSA investigations for key insights

Education
• Bachelor's Degree (Required)
Work Experience
• At least 8-10 years of relevant experience (Required)
Skills
• Ability to maintain strict confidentiality
• Strong proficiency with Microsoft Office and Subaru‑specific platforms (Oracle, NorthStar, TechShare, Subarunet)
• Data analytics capabilities and strong strategic thinking skills
• Ability to convert individual data reporting into concise narratives for external audiences
• Strong knowledge of NHTSA Office of Defects Investigation (ODI) processes and disposition
• Flexibility to adapt to changing regulatory and administrative initiatives
• Technical knowledge of Subaru vehicles (particularly the most recent fifteen model years), including active and passive safety technologies and defect analysis
• Strong knowledge of Subaru Corporation (SBR) quality systems and processes, including GM218 and FAST review processes
• Excellent strategic negotiation, communication, and presentation skills
• Ability to communicate effectively with Japanese staff (verbally, non‑verbally, and in writing) and accommodate Japanese business culture
Location
• Office Location: Pennsauken, NJ apart of the Greater Philadelphia Area (Philly)
• Hybrid Role: Hybrid Role - Remote work 2 days per week (after 90 days) [Wednesdays & Fridays]
Compensation: The recruiting base salary range for this full-time position is $95, 000 - $140, 000 per year, depending on skills, experience, and qualifications.
