TheSenior Operations Analyst will play a pivotal role in our Digital Solutions organization under the direction of the Sr Director of Digital Portfolio Operations in Delivery Excellence. This role works across digital practices (Delivery Excellence, Creative Agency, and Technology) to provide portfolio operations support from new opportunities through delivery.

As Senior Operations Analyst, you will support operational excellence of established processes that focus on continually improving efficiency, practices, and drive results to help the Digital organization achieve its business goals and execute the OCDIO strategic imperatives. In this key role, you will be supporting the portfolio management process and responsible for analyzing and reporting project status and health, portfolio resource management, and portfolio financial management and oversight. to identifying potential risks and issues. The data collected could include the project's scope, budget, timeline, and its alignment with the organizational objectives. You will utilize this data to generate reports on the status of projects and identify any gaps and areas where process improvements are needed.

This is a hybrid position and requires 3 days on site a week.

Essential Duties and Responsibilities:

- Work with clients and technical resources to identify business problems and develop the right approach and solution.

- Work with clients and end users to gather, understand, and define business requirements for implementation projects across all capabilities.

- Develop user stories and to-be process flows for complex and/or multi-capability solutions to support the design and development of solutions for clients.

- Contribute to interactions with both internal teams and external government clients.

- Contribute to solutioning initiatives such as design thinking, scouting, RFP responses, etc.

- Interpret requirements to identify value creation opportunities for customers.

- Maintain good knowledge and understanding of digital applications and capabilities workflows.

Job-Specific Essential Duties and Responsibilities:

- Generate insightful reports on labor analysis, financial data, staffing and capacity, resource utilization, project allocation, and expense management, driving actionable insights and facilitating data driven and informed decision-making.

- Excellent project management and organizational skills with strong attention to detail and rigorous adherence to Portfolio Operations schedules and deadlines. Work with all Digital Solutions and other OCDIO teams on Portfolio Operations related activities

- Work with SmartSheet, Kantata (and other Portfolio Operations tools) to develop project status report dashboards

- Develop project status reports and document project risks & issues

- Consolidate resource forecast data, analyze resource forecast data, compare forecast plan to actuals across Digital sub-organizations

- Analyze project financials (forecasts, actuals, invoices)

- Support Pipeline Operations, Solution Design, Product Owner, and Delivery Lead teams throughout the lifecycle of a pipeline opportunity

- Understand all digital capabilities in existing business operations and considerations in proposals to support pipeline management and reporting

- Analyze RFx and DFD opportunities to identify requirements and scope that is compliant and promote delivery of digital assets and services

- Assist with document creation and maintenance to ensure consistent execution of policies and procedures to promote discipline toward standardization

- Must be able to work, support and be collaborative with various teams such Communications and Pipeline Operations which are under Portfolio Operations

- Support Communications by helping with industry awards analysis and related activities, tracking and documenting digital capability launches and key deliverables

- Complete other duties as assigned within Portfolio Ops and Digital Solutions

Minimum Requirements

- Bachelor's degree in Business, Computer Science, or related field.
- 5-7 years of relevant professional experience required.

Job-Specific Minimum Requirements (required skills that align with contract LCAT, verifiable, and measurable):

Minimum Education requirement:

- Bachelor's Degree in Technology, Information Systems, Business Management or related field

Years of Required Work-Related Experience:

- At least 5 + years of relevant professional experience in Portfolio business operations

- Advanced level of proficiency in the Microsoft Product suite specifically MS Excel, Sharepoint; working knowledge of MS Power BI and Smartsheet a plus

Preferred Skills and Qualifications (not contractually required):

- 5+ years of technology program or portfolio operations experience

- 5 years of experience and proficiency with a PPM tool, with a proven track record of success in resource and portfolio management.

- Experience working with government clients, resourcefulness, professional certifications in either project management, business analysis, data analytics, etc.

- Strong business acumen, with the ability to analyze translate complex data into actionable insights and strategic recommendations.

- Proven ability to thrive in a fast-paced, dynamic environment, balancing multiple priorities and multitasking with high quality.

- Proactive, motivated, and results-driven, with a customer service orientation.

- Experience utilizing MS Power BI data analytics to create interactive visual dashboards and reports Experienced and comfortable working with both internal, external, and senior level stakeholders

- Excellent communication, documentation, and reporting skills, with a keen attention to detailed data.

Pay Transparency

Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards.
