Job Description

ATLANTIC COUNTY UTILITIES AUTHORITY is hiring a Vice President of Administration and Finance in Egg Harbor Township, NJ. This is a full-time position.

RESPONSIBILITIES Directs ACUAs debt and capital financing activities, including bonds, notes, and infrastructure financing, and coordinates with financial advisors, bond counsel, underwriters, lenders, rating agencies, bondholders, bond insurers, and state agencies, as applicable. Meets with key stakeholders of the Wastewater and Solid Waste systems regarding financial and operational matters, including annual budget meetings, contract negotiations and renewals, rates, and other significant business matters. Monitors all capital funding and expenditure particularly to ensure no over-expenditure or usage for unauthorized purposes. Works with responsible staff on development of capital budget and long-term plan. Monitors expenditures against NJIB-approved loan amounts and oversee the related financing, reimbursement, billing, and reporting processes. Monitors debt obligations and bond covenants to ensure compliance with financing requirements and ACUA financial policies. Stays informed of and current on GASB and GAAP regulations and Local Finance Board Notices regarding accounting and financial activities. Oversee and is responsible for the Authoritys annual financial audit process, including coordination with the independent auditors, review of financial statements and audit results, resolution of audit matters, and presentation of audit findings and financial results to management and the Board. Reviews significant findings and directs corrective action through responsible managers. Develops financial strategy, policies, and long-range forecasts that support the Authoritys goals and financial sustainability. Leads development of annual operating and capital budgets; presents recommendations to the President and Board, oversees required budget submissions, and directs corrective action on significant variances. Leads and coordinates ACUA debt and equipment financing activities, including bond and note issuances and lease financing; oversees the process from solicitation and evaluation of financing proposals through award, escrow, execution of agreements, and closing; and coordinates with financial institutions and other financing professionals. Oversee treasury, investments, cash flow, and banking relationships to protect public funds, maintain liquidity, and meet debt obligations and bond covenants. Evaluates the financial impact of capital projects, programs, and proposed policy changes; reviews forecasts and cost-benefit analyses and recommends priorities and funding strategies. Provides executive oversight of accounting, purchasing, financial reporting, budget, payroll, accounts receivable and internal controls; establishes financial policy and ensures accountability for accurate, timely information and authorized expenditures. Ensures financial operations and reporting comply with applicable requirements, accounting standards, grant conditions, contracts, and financing agreements. Oversee revenue, grants, reimbursements, and capital funding; evaluate significant collection risks and financial opportunities, including renewable credit sales, when applicable. Leads assigned managers, establishes departmental goals, evaluates performance, and exercises personnel authority for assigned staff. Provides executive oversight of human resources, risk and benefits, and safety policies; Participates in collective bargaining and contract negotiations and advises on their financial implications. Oversees the financial aspects of pension and deferred compensation programs; coordinates the Deferred Compensation Committee and serves as liaison to the Plan Sponsor and Retirement Advisor. Performs special projects and other duties assigned by the President, supports ACUAs environmental mission and customer service activities, and completes required position training. MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS Bachelors degree in business administration, Finance, or Accounting. Valid credential as a Registered Municipal Accountant or Certified Public Accountant issued by the New Jersey State Board of Accountancy, or as a Certified Municipal Finance Officer issued by the New Jersey Department of Community Affairs, Division of Local Government Services. At least five years of supervisory financial management experience involving accounting, budgeting, financial analysis, strategy, reporting, and debt management. Experience working with state agencies and boards governing Authority financial activities, including the Local Finance Board and Department of Community Affairs. Experience directing and coordinating permanent financing, including presentations to rating agencies, insurers, and bondholders. Valid New Jersey drivers license in good standing. ESSENTIAL SKILLS KNOWLEDGE AND ABILITIES Thorough knowledge of governmental financial management, including operating and capital budgets, long-range planning, accounting, financial reporting, treasury, investments, debt management, and internal controls. Knowledge of GAAP, GASB standards, and New Jersey requirements governing authority finances, public funds, purchasing, budgeting, and financial reporting. Knowledge of public financing methods and processes, including bond and note issuances, infrastructure financing, equipment leases, and bond covenants. Ability to analyze complex financial information, assess risk, evaluate proposed projects and policies, and develop strategies, forecasts, and funding recommendations that support ACUAs operations, capital needs, and long-term financial sustainability. Strong communication, interpersonal, and customer service skills, including the ability to present financial information clearly and accurately and maintain effective working relationships with the President, Board, employees, state agencies, financing professionals, and other stakeholders. Strong leadership skills, sound judgment, integrity, and discretion, including the ability to safeguard confidential financial and personnel information. Proficiency in Microsoft Office and financial management applications, including the use of spreadsheets and financial reports to support analysis and decision-making. PREFERRED QUALIFICATIONS Masters degree in business administration, 10 years of experience of which 5 years were in a supervisory capacity.
