Job Summary

The Senior Contract Compliance Specialist provides expert-level support for Defense Federal Acquisition Regulation Supplement (DFARS) Business Systems compliance across the enterprise. Under limited supervision, the role partners with external auditors and government agencies - including the Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) - to support Business Systems reviews, audits, and corrective action efforts, while proactively identifying, assessing, and mitigating compliance gaps and risks. The role serves as a trusted advisor to DFARS Business System stakeholders and senior leadership, interpreting complex regulatory requirements, assessing compliance impacts, and recommending practical, risk-based solutions aligned with business objectives.

This position is responsible for ensuring compliance with DFARS requirements surrounding Business Systems and ensuring that costs are recorded in TriWest's accounting system and documented in a manner that satisfies the Government Contract Accounting Compliance requirements of Federal Acquisition Regulations (FAR), DFARS, Cost Accounting Standards (CAS), and TriWest's Disclosure Statement, including the Accounting System, Cost Estimating System, and Purchasing System. Working closely with Procurement, Finance, and Accounting personnel, this position develops and implements processes that address new types of accounting transactions to meet Government Contract Accounting Compliance requirements, analyzes cost accounting data through TriWest's Microsoft Excel-based cost accounting model, and builds cost accounting reports for senior management using PeopleSoft Financials and nVision reporting tools.

Education & Experience

Required:

• Bachelor's degree in Accounting, Finance, Economics or equivalent experience
• U.S. Citizenship
• Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation
• 10-15 years Accounting, DCAA or DCMA experience
• Working knowledge of Federal Acquisition Regulations (FAR)
• Working knowledge of Department of Defense Federal Acquisition Regulations Supplement (DFARS)
• Working knowledge of Cost Accounting Standards (CAS)
• Working knowledge of PeopleSoft Financials System and PeopleSoft and Vision reporting tools
• Strong Excel Skills

Preferred:

• Experience with Federal Government Cost Proposals
• Familiarity with Defense Contract Audit Agency (DCAA) audit procedures
• Familiarity with Defense Contract Management Agency (DCMA) audit procedures
• Demonstrated experience leading or independently advising on DFARS Business System audits

Key Responsibilities

Senior-Level Responsibilities - Not Performed by Non-Senior Role
• Serves as a trusted advisor to DFARS Business System stakeholders and senior leadership, interpreting complex regulatory requirements and recommending practical, risk-based solutions aligned with business objectives.
• Provides expert-level support for DFARS Business Systems compliance across a broad scope of activities, including audit readiness, regulatory compliance initiatives, and complex special projects, under limited supervision.
• Acts as primary liaison between TriWest and external auditors - including DCAA and DCMA - to facilitate effective communication and issue resolution during Business System reviews and audits.
• Applies professional judgment to evaluate whether corrective actions adequately address audit findings and regulatory requirements, and recommends enhancements to strengthen controls and reduce risk.
• Provides documented guidance and mentorship to compliance staff and serves as a technical reference for DFARS matters across the department.
• Control and Remediation Support: Collaborates with internal teams to design, implement, and test controls over DFARS Business Systems to address risks and compliance gaps. Supports control testing activities related to remediation efforts by reviewing results, assessing effectiveness, and providing recommendations to strengthen controls and reduce risk.
• Partners with process owners and Subject Matter Experts to develop and implement internal control processes that support compliance with FAR, DFARS, CAS, and Disclosure Statement requirements.
• Conducts internal oversight on the Accounting System, Cost Estimating System, and Purchasing System to ensure DFARS compliance.
• Analyzes and presents reports of analysis on provisional billing and overhead rates to senior management.
• Audit Readiness and Support: Coordinates and supports DCMA and DCAA DFARS Business System audits and reviews. Provides subject-matter guidance on audit readiness, including the preparation of audit deliverables, support for entrance and exit conferences, and development of walkthrough and system demonstration materials.
• Advises Business System owners on readiness activities using tools such as questionnaires, gap analyses, templates, and command media reviews.
• Supports audits of cost accounting reports conducted by DCAA and DCMA by answering questions and providing supporting documentation.

Mastery of fundamentals of accounting and sound business processes, advanced Word and Excel proficiency, research and project management skills, and deep familiarity with PeopleSoft Financials and Vision reporting.
