Description:

Essential Duties and Responsibilities:

- Lead the day-to-day operations to ensure compliance with the prime contract, all subsequent amendments, program business rules, as well as state and federal regulations.

- Develop and implement innovative methodologies, process improvements and corrective action plans to continually streamline and improve project operations, outcomes and quality.

- Develop clinical protocols based on regulations and best practices.

- Develop policies and procedures related to care, in accordance with state and federal requirements.

- Participate in the training and education of staff, and review assessments with clinicians to improve assessment outcomes.

- Provide direction and guidance to staff, individually and in teams, to achieve quality assurance goals.

- Manage multiple teams led by managers and/or supervisors including creating workforce and staffing plans and making hiring, firing, promotion and rewards decisions in accordance with guidelines.

- Serve as the certified Laboratory Director for a forensic or clinical toxicology laboratory located in the continental U.S.

- Direct daily operations of the clinical laboratory, ensuring compliance with all quality, regulatory, and operational standards.

- Oversee the day to day operations of an HHS (Health and Human Services) certified laboratory and ensure continued compliance with all applicable federal guidelines and certification standards.

- Lead the collection, handling, and analytical testing of biological specimens for the detection and confirmation of drugs of abuse.

- Provide scientific oversight of all forensic toxicology practices, ensuring the accuracy, reliability, and defensibility of laboratory findings.

- Oversee and contribute to forensic applications of analytical toxicology, including preparation of scientific publications, courtroom testimony, and toxicology research related to drugs of abuse.

- Serve as an expert witness in forensic toxicology when required.

- Manage all aspects of laboratory performance, including staff supervision, workflow oversight, quality assurance, and adherence to validated analytical methodologies.

- Ensure proper documentation, chain of custody protocols, and reporting standards consistent with forensic toxicology requirements.

- Maintain awareness of evolving scientific, regulatory, and best practice standards related to toxicology and laboratory operations.

Minimum Requirements

- Bachelor's degree in relevant field of study and 10+ years of relevant professional experience required.

- Certified as a laboratory director in forensic or clinical laboratory toxicology in the continental U.S. where the designated laboratory is located.

- Ability to provide evidence of certification or licensure as a laboratory director with proposal submission and at six month intervals thereafter.

- Ph.D. in one of the natural sciences, as defined by HHS (Health and Human Services) Guidelines.

- Demonstrated experience in forensic toxicology, with emphasis on the collection and analysis of biological specimens for drugs of abuse.

- Experience in forensic applications of analytical toxicology, such as scientific publications, court testimony, conducting research on toxicology of drugs of abuse, or qualifying as an expert witness in forensic toxicology.

- A minimum of five (5) years providing day to day management of a clinical laboratory.

- Evidence of at least three (3) years providing day to day management of an HHS (Health and Human Services) certified laboratory, within the last three (3) years of this requirement.
