Description:

This position is contingent upon contract award. The Logistics Technician II DEV is responsible for performing a wide variety of technical and comprehensive property and unit-supply functions, equipment and warehouse duties ensuring accountability, proper turnover of all government property, managing equipment, controlling inventory, and executing property accountability procedures from receipt to final disposition. This role involves meticulous record-keeping, logistical coordination, and the use of specialized US Army logistics information systems. The ideal candidate will be a proactive and detail-oriented individual capable of managing multiple competing priorities in a dynamic environment.

Property Accountability & Inventory Management:
  • Property Oversight: Maintain 100% accountability of all government property through diligent tracking of receipts, lateral transfers, turn-ins, and adjustments for lost, damaged, or destroyed items in accordance with AR 710-4.
  • Process transactions within GCSS Army utilizing DA and DD forms.
  • Research & Cataloging: Conduct daily research using logistics systems such as GCSS-Army, Vantage, AESIP, and FEDLOG to resolve property discrepancies.
  • Assist the Primary Hand Receipt Holder (PHRH) and Secondary Hand Receipt Holder (SHR) with property research and correct cataloging.
  • Update and maintain detailed records and various document registers and trackers.
  • Inventory Control: Manages and documents all inventories, accurately recording counts and tracks any property that is damaged, lost, or requested for turn-in. Assists the APO on any annual or directed inventory providing written reporting of any noted inventory discrepancies to COR and APO.
  • Warehouse Equipment Management: Coordinate MHE Inspections per T2COM criteria. All inspections to be digitally tracked monthly per exhibit.
  • Assist customers via email, in-person or on-site.

Logistics, Scheduling & Coordination:
  • NTV Fleet Management: including dispatching, physical inspection; utilization rate by mileage and days used; lease start; acquisition start; vehicle model type and trip ticket information. Establish and maintain logbook and obtain registrations. Reconcile NTV mileage and fuel usage reporting monthly. Survey fleet for damages, generate SF91 reporting as required.
  • Stakeholder Liaison: Serves as the primary point of contact for Property Holding Resource Holders (PHRH) and Sub Hand Receipt Holders (SHR), handling all communication, planning, and scheduling for property actions.
  • Logistical/Warehouse Coordination: Schedules and coordinates all logistical movements, including the delivery and pick-up of property with various stakeholders and warehouse personnel, ensuring all required signatures are obtained.
  • Turn-In Maintenance: Ensures all property, including specialized items like Taclanes (requiring DA Form 2407) and tool kits (requiring DA Form 2062), are correctly prepared for turn-in, including scheduling "render safe" procedures when necessary.
  • Turn-In Operations: Property Turn-in and Disposition including excess equipment identified within (DST) to LRC or DLA as scheduled. Execute the multi-step process for turning in excess, obsolete, or unserviceable property. This includes coordinating with units to receive items, verifying their condition, and generating all necessary documentation for submission to the Defense Logistics Agency (DLA).
  • Ensure all items are correctly identified and processed in accordance with the latest disposition instructions and environmental regulations.
  • Manages and executes the weekly palletizing, loading, and delivery of property turn-ins to the Logistics Readiness Center (LRC) and handles all associated documentation (DD Form 1348-1A).

Documentation, Systems & Reporting:
  • Documentation: Generates and processes all necessary paperwork for property actions, including DD Form 1149, DA Form 3161, DD Form 4949, and DA Form 2062.
  • Generate, manage, and file all required documentation for property turn-ins and lateral transfers, communicating with customers and the Assistant/Accountable Property Officer (AAPO/APO) to secure necessary signatures and post transactions upon completion.
  • Maintain email communication, effectively tracking inventories, transfer documents, and general requests.
  • Maintain all physical filing systems and manage document archiving and burn runs in accordance with security protocols.

Compliance, Training & Customer Support:
  • Participate in audit teams to conduct inspections of facilities and operations, ensuring compliance with all logistics regulations.
  • Support Command Inspections as required.
  • Review, understand, and apply Internal Operating Procedures (IOPs) and Standard Operating Procedures (SOPs).
  • Assist in developing and conducting various logistics training sessions.
  • Provide excellent customer support via email, in-person, and on-site as a primary point of contact for property-related inquiries.
  • Interface with the APO, Assistant APO team, Chief of Logistics, and Logistics management as needed.

General Logistics Duties:
  • Technical & Operational Support: Provides support for a range of logistics functions, including equipment and maintenance management.
  • Workplace Safety: Performs daily housekeeping duties to maintain a safe, organized, and hazard-free work environment.
  • Performs other contract-related work as assigned.

Education
  • High School diploma or equivalent General Education Development (GED) certificate.

Experience
  • Three (3) years of applicable experience in the appropriate logistical functional area pertinent to the position (Equipment Management, Maintenance Management, Property Management); or at least 60 credit hours or an Associate's Degree and one (1) year applicable experience pertinent to the position; or 30 credit hours and two (2) years applicable experience pertinent to the position; or completion of a formal training program of at least 30 days in duration and one (1) year of applicable experience pertinent to the position.

License, Cert or Registration
  • Must have current/valid drivers' license.
  • Must have proof of U.S. citizenship.
  • Must have GCSS Army certifications in Property Accountability
  • Ability to satisfy a background investigation to obtain and maintain a Secret Security Clearance.

Special knowledge, skills, & abilities
  • Must be able to speak, read, write, and understand English proficiently.
  • Must be proficient in the use of computers and software to perform work (e.g., Microsoft Office) and general office equipment.
  • Practice high standards of personal hygiene and maintain a clean, neat appearance while on duty.
  • Comply with dress code applicable to facility and location being supported as well as ensure ID, badges and credentials are clearly visible while on duty.
