Position: CBRN Senior Financial Analyst
Location: Fort Detrick, MD
Work Environment: Onsite

Knowesis is seeking a Senior Financial Analyst to provide technical, programmatic automated database data entry and editorial assistance to the medical chemical and biological defense science and technology program managers in the preparation of narrative and tabular documentation to support the Planning, Programming, Budgeting and Execution, as well as associated activities within Headquarters USAMRDC and the Headquarters, Defense Health Agency.

The Job Duties and Responsibilities include but are not limited to the following:

  • Build annual Command Budget Estimates and develop Unfunded Requirements requests.
  • Manage disbursement rate related to the CBDP S& T programs, including core and congressional funds.
  • Provide technical, programmatic automated database data entry and editorial assistance to the medical chemical and biological defense science and technology program managers in the preparation of narrative and tabular documentation to support the Planning, Programming, Budgeting and Execution (PPBE), as well as associated activities.
  • Develop reports, summaries, and/or briefing materials utilizing RDT& E and Medical Chemical and Biological Defense Research Program (MCBDRP) program databases and written program descriptive materials.
  • Organize fiscal budget reviews as required.
  • Prepare guidance for the establishment of fiscal spend plans.
  • Prepare an analysis of monthly financial performance measurements of funds execution status.

Required Qualifications:

  • BA degree and 8 – 12 years of prior relevant experience or Masters’ with 6 – 10 years of prior relevant experience or overall equivalent experience
  • Must have successful track record of specialized experience tracking and managing research program funds.
  • Fluency with government and US Army software suites is critical. The CBRN DCO makes extensive use of financial and programmatic tracking and planning software including the General Funds Enterprise Business System (GFEBS), Joint Integrated CBRND Analytic Platform (JICAP), and Joint Service Chemical Biological Information Systems (JSCBIS).

Preferred Qualifications:

  • Additional familiarity with other commercial, government, or Department of Defense suites, including the Electronic Document Management System (EDMS), Enterprise Task Management Software Solution (ETMS2), and SharePoint is preferred.
