At APV, We Always Provide Value Position Summary The Talent Acquisition Specialist supports full-cycle recruiting and proposal staffing needs across APVs contract portfolio. This role partners with the Talent Acquisition Lead and the Director of Talent Strategy & HR to build candidate pipelines, prepare proposal-ready submissions, and execute recruiting workflows with strong documentation and communication. The role also provides limited, secondary support for TA system and workflow enhancementsincluding AI-enabled featuresby coordinating testing and feedback with the ETL team after Director approval. Duties: Full-Cycle Recruiting Manage full-cycle recruiting for assigned requisitions: sourcing, screening, interview coordination, candidate evaluation, and closeout. Maintain accurate ATS records and timely candidate communication to support a strong candidate experience. Build pipelines using traditional and non-traditional sourcing methods for technical training, human capital, and corporate roles. Bid & Proposal (B& P) Recruiting Source and qualify contingent candidates aligned to anticipated RFPs, labor categories, and contract environments. Prepare submission-ready materials (tailored resumes, letters of commitment, candidate summaries) and ensure documentation is complete by deadlines. Maintain proposal-ready pipelines and track interest, availability, and compensation expectations. Incumbent Capture & Replacement Research Conduct research to identify likely incumbent organizations and potential incumbent personnel for recompetes. Support outreach and maintain organized notes on candidate interest, availability, and alignment. Identify and vet replacement options when contingent candidates decline or are not aligned to requirements or price-to-win constraints. Market, Company & Client/Systems Research Research competitors, contract landscapes, and talent pools to support proposal staffing assumptions. Develop concise, recruiter-friendly summaries of client environments and role context (as available) to improve sourcing and screening accuracy. Share structured research insights with the Talent Acquisition Lead and Director to support staffing matrices and risk assessments. TA Systems & Workflow Enhancements With Director approval, coordinate with ETL on agreed TA system enhancements by capturing user feedback, participating in testing, and documenting simple user guidance (including AI-enabled features where applicable). Collaboration & Communication Maintain close coordination with the Talent Acquisition Lead and Director of Talent Strategy & HR to align priorities and provide status updates. Participate in recruiting and proposal staffing meetings as requested to support alignment and execution. Education and Certifications: Bachelors degree in human resources, Business, Communications, Marketing, or a related field; or equivalent relevant experience. Required Experience: Experience: 35 years of full-cycle recruiting experience; government contracting, IT/technical, training, or professional services recruiting Experience: Demonstrated ability to manage multiple requisitions and meet proposal deadlines with strong attention to detail. Skills: Strong sourcing, screening, candidate engagement, and documentation skills; ability to maintain proposal-ready pipelines. Systems: Experience using an ATS and maintaining accurate recruiting records; comfort learning new tools and features. Skills: Excellent written and verbal communication; strong organization and follow-through. Preferred Qualifications: Experience supporting bid & proposal recruiting and/or incumbent capture efforts. Familiarity with AI-assisted recruiting features or workflow automation tools.
