At APV, we Always Provide Value POSITION SUMMARY The Employee/Labor Relations Specialistprovidesa broad range ofassistancein employee/labor relations in the Federal employment context. The resource provides expert guidance and consultation to the human resource department, Federal management, and personnel. The resource prepares documents concerning adverse actions, negotiates anddraftssettlement agreements, conducts investigations, and conducts legal research to provide guidance on a wide variety of employment and collective bargaining issues. The resource also uses non-traditional collaborative skills and approaches toemployeerelations and labor relations (e.g., alternative dispute resolution, interest-based bargaining, facilitation). DUTIES Provide expert guidance and consultation to the human resource department and Federal personnel on a variety of employee relations and labor relations matters. Prepare clear and persuasive written work products that effectively address employee relations and labor relations issues and cases. Research, interpret, analyze, and apply Federal statutes, regulations, guidance, policies, precedents, legal documentation, labor-management collective bargaining agreements, and legislative history as relevant to assigned cases. Provide advice and assistance to employees and managers, program administration, research, and case management in matters related to conduct, performance, attendance, and dispute resolution. Review employee representation, unfair labor practice claims, grievance, arbitration, negotiability, impasses, and other related issues. Use non-traditional collaborative skills and approaches to employee relations and labor relations, including labor-management partnership, alternative dispute resolution, interest-based bargaining, and facilitation. Provide information, guidance, analysis, recommendations, and assistance on issues and cases, including case adjudication and litigation. EDUCATION Bachelors degree in human resources, Public Administration, Business Administration, or related field. Equivalent federal ER experience may substitute based on contract terms. REQUIRED QUALIFICATIONS At least five (5) years of experience in human resources management and employee/labor relations within the Federal sector.Knowledge of pertinent Federal regulations and best practices in employee/labor relations, employment and labor law, alternative dispute resolution, arbitration, collective bargaining negotiations, equal employment opportunity, personnel management, negotiation, and conflict management. Solid skills in legal and regulatory research and advice, human resources policy development, government ethics law, general administrative law, and freedom of information and privacy acts. Knowledge of Federal government accessibility policies (e.g., Section 508 Amendment to the 1973 Rehabilitation Act). Ability to exercise due diligence when providing employee/labor relations professional services in accordance with any applicable Federal law, regulation, or agency-specific requirement and any applicable professional standard. Excellent demonstration of computer literacy skills, including but not limited to Microsoft Office Suite applications. Outstanding written and verbal communication skills. Exceptional attention to detail. Ability to organize and oversee multiple projects simultaneously and meet stakeholder expectations and deadlines. Ability to be flexible, resourceful, organized, and work in a fast-paced business environment with special requests. Must be able to obtain and maintain a High-Risk Public Trust or equivalent federal client access.This role supports sensitive federal programs and involves elevated access to systems and data. Position requires the current ability to obtain and maintain required access without interruption in alignment with long-term program needs. Must be authorized to work in the United States without employer sponsorship now or in the future. PREFERRED QUALIFICATIONS Experience using NFC, MyEPP, USA Staffing, or comparable federal HR systems. SHRM-CP, IPMA-CP, or active progress toward federal HR certification. Experience supporting MSPB or EEOC case preparation. Microsoft 365 and SharePoint Online experience supporting case tracking and knowledge management.
