SUMMARY:
Plans, directs and coordinates activities of designated projects to ensure that goals and objectives for projects are accomplished within prescribed time frame and funding parameters. Provide overall supervision and management at worksites and perform supervisory responsibilities in accordance with organization’s policies and applicable laws.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Manages Hanscom Air Force Base contract as set forth by the federal government, NISH and Morgan Memorial Goodwill Industries, Inc.
- Knowledgeable of all policies and procedures and ensures compliance with the federal government contract requirements, specifically the Statement of Work.
- Prepares and submits task and frequency schedules to contracting officials for approval to ensure compliance with the federal government standards. Revises and resubmits schedules to reflect any modifications as necessary.
- In conjunction with the Director, Federal and Commercial Contracts, develops and directs quality control programs to ensure the quality of work being performed meets specified contract standards. Updates programs as necessary when there is a change to the service contract.
- Provides direction and supervision of task oriented activities using established policies and procedures. Directly supervises and trains site supervisors working at Hanscom Air Force Base. Provides hands-on training to participants as needed.
- Oversees and coordinates daily tasks and activities of a team within established budgets and goals. Develops work plans and schedules for contracted buildings on Hanscom Air Force Base that includes weekday, weekend and night shift work crews.
- Maintains positive working relationships with federal government contracting officials and quality assurance representatives to hear and resolve complaints. Refers serious unresolved complaints to the Director of Federal and Commercial Contracts.
- In conjunction with the Director of Federal and Commercial Contracts, develops and implements performance standards and training programs to improve production and increase quality of work. Reviews work for quality and efficiency.
- Provides regular feedback to Case Managers on overall participant performance, scheduling issues, transportation problems, and/or behavioral issues. Provides general day-to-day support to participants.
- Monitors and implements environmental rules and regulations related to the use of cleaning chemicals and materials. Trains employees and participants on the rules and regulations, to read MSDS’s, and to recognize potential hazards.
- Develops and implements proper DOL 14c performance standards for jobs associated with all NISH contracts.
- Performs monthly time studies to ensure that all new participants working at a NISH site are evaluated via time studies within their first month of training, and that existing participants are regularly evaluated every six months for jobs for which they are being trained to determine commensurate wages and comply with the DOL Section 14c paying sub-minimum wages. Ensures that participants receive the appropriate pay following the outcome of their evaluation and makes pay adjustments as necessary.
- Occasionally provides coverage in the absence of supervisors to supervise and transport participants.
- Oversees the operation of a fleet of three vans to include security, fuel, safety inspections, and vehicle maintenance.
- Maintains control of and security of custodial building keys.
- Purchases and distributes supplies for Hanscom Air Force Base and maintains an inventory control system for supplies and equipment purchased for those contracts.
- Prepares and submits proposals, weekly payroll, direct labor hours, and monthly billing/invoice statements to appropriate individuals.
- Assists the Director of Federal and Commercial Contracts with budget preparation.
- Manages Hanscom Air Force Base contract within budget.
- Ensures a safe working environment for employees, participants and customers.
- Manages staff in accordance with Agency policies and procedures and trains and evaluates employee’s performance.
- Works with Hanscom Air Force Base facility management company IAP to ensure that MMGI is providing services according to contract standards.
- Works in conjunction with the government to manage security of MMGI employees and paid trainees for access to base. Provides government with employee information, develops and manages badges for all MMGI employees and paid trainees, ensures that employee and paid trainees update pass with the government prior to expiration date, and manages keys and codes to government buildings.
- Provides 24 hours coverage as Hanscom has afternoon, evening and weekend hours.
- Perform duties in accordance with Goodwill’s standard responsibilities involving the following categories: business strategy, planning, directions and control; administration, operations, and direct work management; people management.
- Performs other duties as assigned.
QUALIFICATION REQUIREMENTS:
- Bachelor’s degree in Human Services/Business Management or related field or equivalent experience. 3-5 years’ experience required.
- Excellent written and oral communication skills.
- Computer proficiency in MS office.
- Ability to identify and compile required data and financial information to assist in the development of proposals to the contract.
- Ability to manage multiple projects (Hanscom has over 80 buildings and multiple cleaning levels)
- Ability to solve difficult problems and work under pressure to meet deadlines.
- Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or government regulations.
- Ability to write reports business correspondence and procedure manuals.
- Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
- First-aid/CPR certification and valid MA driver’s license with a clean driving record from the Registry of Motor Vehicles.
- Requires acceptable results of CORI check according to Goodwill policy and requirements.

- Must be flexible and able to work as part of a team, willing to work hours/shifts of the industry.
- Contract/Project management experience in custodial, environmental, facility or construction.
- Ability to analyze financial reports, forecast expenses and revenue for proposals.
- Must be adept at utilizing technology to enhance operating efficiency and effectiveness.
- Proficiency in Microsoft Office, particularly Word, Excel, and PowerPoint.
