LOUISVILLE METRO HOUSING AUTHORITY is hiring a ASSISTANT CONTROLLER in Louisville, KY. This is a full-time position.
Position Overview The Assistant Controller supports the Controller in overseeing the Authority's accounting and financial reporting functions and ensuring the accuracy, integrity, and compliance of financial information. This position provides technical accounting expertise, supports the month end and year end close processes, oversees internal controls and reconciliations, and assists with the preparation of financial statements, budgets, audits, and regulatory reports. The Assistant Controller plays a key role in promoting sound financial stewardship, maintaining effective accounting practices, and ensuring compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) standards and other applicable financial and regulatory requirements. Essential Duties and Responsibilities Financial Reporting: Assist the Controller with monthly, quarterly, and year-end financial close processes. Prepare, review, and analyze financial statements and related financial reports, including the Financial Data Schedule (FDS) and other required HUD reports. Ensure financial transactions and reporting are accurate, complete, timely, and properly supported. Ensure accounting practices and financial reporting comply with GAAP and GASB standards. Research and interpret accounting standards and assist with the implementation of new accounting requirements. Prepare financial analyses, schedules, reconciliations, and supporting documentation for management review. Assist with the preparation of LMHAs annual financial statements. Budgeting and Financial Analysis: Coordinate and oversee organization wide and departmental budgeting processes in collaboration with department leadership. Monitor budget-to-actual performance and identify significant variances, trends, and potential financial risks.Prepare financial forecasts, projections, and variance analyses for management review.Provide financial information and analysis to assist leadership with operational and strategic decision-making.Assist with the development, monitoring, and maintenance of annual operating and capital budgets. Controls and Accounting Policies: Develop, maintain, and evaluate accounting policies, procedures, and internal controls. Identify control deficiencies and recommend improvements to strengthen financial operations and reduce financial risk. Monitor compliance with established accounting policies, procedures, GAAP, GASB standards, and applicable regulatory requirements. Maintain an appropriate degree of confidentiality when handling financial, employee, resident, vendor, and other sensitive information. Assist with internal and external reviews of financial processes and controls. Technical Accounting and Complex Transactions Provide technical accounting guidance related to complex transactions and financial activities.Oversee or assist with accounting for leases, grants, capital assets, pension and other post-employment benefits (OPEB), and other specialized accounting matters.Support appropriate revenue recognition and expense allocation practices.Assist with fund accounting and ensure transactions are recorded in the appropriate funds and programs.Research complex accounting issues and provide recommendations to the Controller and other members of management. Treasury and Cash Management Oversee or review bank reconciliations and cash account reconciliations.Monitor cash balances and assist with cash flow analysis and forecasting.Assist with investment accounting and reconciliation of investment activity.Ensure cash and investment transactions are accurately recorded and properly supported. Qualifications Requirements: Bachelor's degree from an accredited college or university in Accounting, Finance, or a closely related field. Minimum of five (5) years of progressively responsible accounting experience, including experience with financial reporting and financial analysis. Demonstrated experience with month end and year end close processes, account reconciliations, financial statement preparation, and budgeting. Strong knowledge of GAAP and GASB standards and their application to financial reporting and accounting practices. Experience with complex accounting transactions, financial reporting, and technical accounting. Advanced proficiency in Microsoft Excel, including the ability to analyze, reconcile, and manipulate financial data. Strong analytical and problem-solving skills, with the ability to interpret financial data and communicate findings effectively. Experience using enterprise resource planning (ERP), accounting, financial reporting, or business intelligence systems. Ability to maintain confidentiality and exercise sound professional judgment when handling sensitive financial information. Preferred Qualifications Master's degree in Accounting, Finance, Business Administration, Public Administration, or related field.CPA certification.Experience in public sector, governmental, housing authority, or nonprofit accounting.Experience with HUD financial reporting, FDS, federal grants, and fund accounting.Experience with Yardi Voyager, Power BI, or similar financial and business intelligence systems.Supervisory or team leadership experience.Experience with financial statement, compliance, or Single Audits. Knowledge, Skills, and Abilities Strong knowledge of accounting principles, financial reporting, budgeting, internal controls, GAAP, GASB standards and SOX compliance.Ability to analyze complex financial information, identify trends and risks, and make sound recommendations.Advanced Excel and financial reporting skills.Strong attention to detail, organization, and time management skills.Ability to manage multiple priorities and meet deadlines.Strong written and verbal communication skills.Ability to work effectively with leadership and employees at all levels.Ability to exercise independent judgment and maintain confidentiality.Ability to use financial data to support organizational decision making.
