Job Summary

Under the direction of the Director of Procurement - Vendor Management, the Vendor Manager is responsible for managing all aspects of the supplier relationship management process. The Vendor Manager ensures vendors meet performance, quality and compliance standards while mitigating risks and controlling costs. The Vendor Manager is responsible for managing the full procurement relationship with the vendors, including price negotiation, contracting, monitoring payment adherence, and performance assessment. The role involves close coordination between the vendors, internal business owners, , procurement teams, Legal, and senior leadership to align vendor contracts with project goals, budgets, SLAs, and timelines. Vendor Managers also ensure compliance with federal, state and industry regulations maintaining accurate documentation and reporting to meet FAR/DFAR/VAAR requirements.

Education & Experience

Required:

• Bachelor's degree in business administration fields, supply chain management, or equivalent
• U.S. Citizen
• Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation
• 5+ years' experience in vendor management and procurement
• Proven ability to manage multiple vendors and prioritize tasks in a fast-paced environment
• Experience working on and influencing teams to produce desired outcomes
• Experience with operational planning at the department, division, or company-wide levels with a focus on developing performance metrics and tracking outcomes against objectives

Preferred:

• 3+ years' experience contracting in information technology sectors with pricing methodologies, SaaS, PaaS, IaaS, DaaS, hosting, and software
• 3+ years of experience with Federal Acquisition Regulation (FAR) procurement
• Certifications such as CPCM, CFCM, CPSM or PMP
• Proficiency in contract management or procurement software and Microsoft Office Suite
• Strong knowledge of procurement processes, contract law and industry standards
• Experience with data analysis, statistical analysis, and process flow mapping

Key Responsibilities

• Serves as a key point of contact to address relationship, contractual issues, program implementation issues, and resolution of potential disputes with vendors.
• Manages the vendor relationship, including handling day-to-day contact across multiple functional areas and reporting on status of vendor performance, risks, and opportunities.
• Collaborates and coordinates support the vendor may need throughout the contract lifecycle.
• Provides direct oversight, guidance and support to ensure vendor compliance with contract requirements, agreed upon service levels and customer service excellence standards.
• Assists with ensuring vendor fully understands and meet all regulatory requirements, best practices, and industry standards, including FARs and internal policies and procedures.
• Maintains detailed records and provides status reports on vendor activities.
• Monitors government contracts and internal initiatives for modifications impacting operations; oversees vendor operations to ensure compliance with contract requirements and agreed upon standards.
• Determines the impact of government contract requirements and specific business initiatives on operations and communicates those impacts to primary vendor stakeholders.
• Identifies and communicates opportunities for redefinition of operational and management processes based upon analyses of "lessons learned" to improve operations effectiveness and efficiency.
• Creates, manages and executes process improvement action plans, developed in conjunction with the vendor, to improve operations and adherence to contract standards.
• Communicates operational changes, training and program materials to vendor stakeholders for distribution to staff.
• Produces informative, easy-to-assimilate reports and dashboards for Leadership.
• Assists with special projects and other duties, as assigned by TriWest Leadership.

Technical Skills: Intermediate knowledge of Microsoft Word, Excel, PowerPoint, and SharePoint; ability to function without direction to produce outcomes within timelines; demonstrate proficiency with financial analysis, project management skills, data analysis, benchmarking, quality improvement concepts, collaboration skills, team-oriented approach, presentations and meeting facilitation skills.

Working Conditions

Working Conditions:

• Availability to work non-regular hours, including weekends, as required
• Works within a standard office environment, with up to 25% travel
• Extensive computer work with long periods of sitting
