Description:

Essential Duties and Responsibilities:
- Facilitate the development of cross-line-of-business solutions by combining knowledge of business capabilities, value streams, and business processes. Consult with technical subject matter experts to develop technical solutions and advise on options, risks, cost-benefit considerations, and impacts on other business processes and system priorities.
- Work with the Business Development organization to assess competitive threats and opportunities from digital enterprises that fall outside the traditional realm of competition.
- Support the organization's digital strategy and approach to digital innovation and monetization through close collaboration with the Digital Solutions organization.
- Utilize a toolbox of business architecture deliverables to help business leaders identify and make informed technology investment decisions. Deliverables include, but are not limited to: business-outcome statements, strategy-on-a-page, scenario planning, business capability modeling, value-stream mapping, business process models, ecosystem modeling, customer and user profiling, journey maps, human-centric design, and investment roadmaps.
- Work with business and technology executives to articulate and clarify business and operating models. Use the organization's existing business and operating model as a starting point for innovation, such as using new technologies to enhance a specific building block.
- Seek opportunities to drive adoption of new technology and to reuse existing technology to enable business capabilities, value streams, and business processes.

- Provide strategic oversight and coordination across Technology, Capture, Sales, and Operations teams from pre-bid activities through proposal submission.

- Lead end to end solutioning activities that align operating models, people, processes, and technology to client needs and business strategy.

- Develop integrated business architectures and total solution strategies, including conceptual architectures, operating models, transition approaches, and executive level materials.

- Partner with teams to shape win strategy, value propositions, and solution narratives; contribute to capture plans and positioning.

- Translate RFP and RFI requirements into business needs and high level solution approaches for competitive proposal responses.

- Collaborate with cross functional stakeholders (Operations, IT, Product, Security, Compliance, Pricing, and Proposals) to ensure feasibility, compliance, and alignment with enterprise standards.

- Identify solution risks, assumptions, constraints, and dependencies; document impacts and support mitigation planning.

- Support pricing, staffing, and implementation assumptions, including participation in Total Solution Reviews (TSR) and internal governance as required.

- Present solution approaches during executive briefings and client presentations; support solution demonstrations and client demos as needed.

- Conduct market and competitor research to inform positioning and price to win strategies; assess competitive threats and opportunities.

- Partner with business and technology executives to clarify business and operating models and identify opportunities to innovate through new and existing technologies.

- Actively participate in the proposal drafting and review process.

- Support solution handoff to delivery teams following contract award, as needed.

Minimum Requirements

- Bachelor's degree and 7-10 years of relevant experience or equivalent combination of education and experience required.

- Bachelor's degree from an accredited college or university in Business, Information Technology, Public Administration, Engineering, or a related field

- Minimum 7 years of experience in business solutions, solution architecture, capture/business development, or a related government services field

- Deep knowledge of US government services markets (Enrollment & Eligibility, Contact Center Operations, Workforce Services, Medicaid Enterprise Systems, or related areas)

- Strong understanding of business and technology solution design, including omnichannel customer experience, case management, and data and analytics platforms

- Proven ability to synthesize complex requirements and develop solution narratives that are both technically credible and compelling to state clients

- Excellent verbal and written communication skills with the ability to present solutions to executive stakeholders, client decision makers, and internal leadership

- Demonstrated experience working in a capture or pre sales environment, including RFP analysis and proposal development

- Collaborative, team oriented approach with experience navigating matrixed organizations

- Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel, SharePoint); familiarity with Salesforce a plus

- Experience using AI productivity tools (e.g., Microsoft Copilot) to accelerate research, draft solution narratives, and create executive ready deliverables

Preferred Requirements

- Prior experience supporting pre sales or capture efforts for government contracts.
