Trilogy has received funding through Illinois’ 590 and 591 crisis programs, as well as the federal CCBHC initiative, to support the development and implementation of a mobile crisis response program. This initiative was established in recognition that mental health crises are often best addressed through immediate, community-based, trauma-informed care rather than traditional emergency services. Trilogy’s mobile crisis team provides rapid response and stabilization services to individuals across the North Side of Chicago, Evanston, and Skokie. Current coverage areas include ZIP codes 60076, 60077, 60201, 60202, 60203, 60204, 60208, 60209, 60613, 60625, 60626, 60630, 60640, 60645, 60646, 60657, 60659, and 60660.
The Program Manager provides clinical, administrative, and operational oversight of the Alternative Crisis Response Program. They serve as a subject matter expert on mobile crisis operations, overseeing service delivery in alignment with best practices, regulatory requirements, and Trilogy’s trauma-informed care model. The Program Manager supervises Team Leads, manages workflow, ensures adequate shift coverage, and supports adherence to key performance indicators. This role requires strong clinical judgment, strategic problem[1]solving, and the ability to lead through ongoing change in a fast-paced, field-based environment.
The Program Manager must be comfortable navigating evolving priorities, shifting program structures, and system-level changes. They are expected to implement new workflows, policies, and procedures with flexibility and a solutions-oriented mindset, while maintaining team cohesion and service continuity. The Program Manager collaborates closely with the Clinical Director to ensure consistency across staffing, communication, and service quality. They are actively engaged in staff development, data tracking, quality improvement, and interdepartmental collaboration to sustain program excellence. The Program Manager also participates in the Administrator On Call (AOC) rotation and builds relationships with external partners to increase program visibility and improve the community’s response to mental health crises.
