Job Summary
Under the direction of the Chief Engineer of Project Development and the Superintendent of Transportation and Highways, provides assistance to the Chief Engineer for the overall supervision of the Divisions and the paraprofessional support staff within the Project Development Bureau. Assists with the implementation of division functions, including Programming and Agreements; Traffic Engineering and Traffic Services; Mechanical and Electrical Operations; Project Studies; and Land Acquisition for highway improvement projects. Assists in formulating and implementing all bureau policies and procedures, developing long-range asset management and programming strategies, and serves as a department representative on internal and external agency affairs. Supervises work progress, provides direction, and approves final projects prepared by staff and consultants assigned to the division. Performs other duties as assigned.

  • Graduation from an accredited college or university with a bachelor's degree in Civil Engineering.
  • Nine (9) years of full-time work experience as a civil engineer.
  • Current registration in the State of Illinois as a Licensed Professional Engineer.
    -OR-
  • Graduation from an accredited college or university with a bachelor's degree in Urban Planning; Public Policy; or Public Administration.
  • Nine (9) years of full- time work experience in transportation, transportation planning, land use or community and economic development.

-OR-
  • Graduation from an accredited college or university with a master's degree in Civil Engineering; Urban
    Planning; Public Policy; or Public Administration.
  • Seven (7) years of full -time work experience in transportation, transportation planning, land use or community and economic development.

-AND-
  • Six (6) years full-time supervisory experience managing staff, consultants, contractors, or other vendors in the areas of urban planning, public administration, civil, or construction engineering is required.
  • Valid driver's license and proof of automobile insurance.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS

Knowledge of the operations and functions of the Project Development Bureau Divisions. Knowledge of the principles, practices, policies, programs, and regulations relative to transportation engineering and transportation planning. Knowledge of how to apply IDOT-related manuals and guides; Federal Highway Authority Manual on Uniform Traffic Control Devices (MUTCD); American Association of State Highway and Transportation Officials (AASHTO) design standards and practices; and environmental rules/regulations through the application of sound engineering judgment. Possession of advanced supervisory skills acquired through exposure to a wide variety of management problems. Skill in leadership, team building, motivation, management, and conflict resolution. Skill in developing scope and negotiating contracts with consultants. Skill and expertise in coordinating diverse disciplines, work elements and settings. Ability to prepare complex reports, project summaries, and correspondences, and maintain accurate records. Ability to administer a variety of highly technical and managerial functions, coordinating diverse engineering efforts to assure the timely and efficient completion of projects. Ability to provide oversight of local and Federal Phase 1 Reports and Feasibility Studies, traffic studies, land acquisition, intergovernmental agreements, capital budget and multi-year program. Ability to communicate effectively both verbally and in written form. Ability to direct, motivate and supervise subordinates through to completion of work assignments. Ability to analyze, prioritize and handle many projects and problems effectively under stressful conditions and time constraints. Ability to exercise independent judgment in developing solutions to design study problems and in situations where limited standardization exists. Ability to prepare and/or review annual and multi-year budget requests, assure effective and efficient use of budgeted funds, personnel, materials, facilities, and time, while maintaining confidentiality. This position may require moderate to extensive travel to work assignments throughout Cook County.
