Overview: Strategic leader of a team of subcontract specialists in supporting subcontracting needs for proposals and operations programs within the assigned portfolio. Responsible for total subcontractor performance management, from solicitation through closeout. The person in this role is a Subcontracts management subject-matter expert with advance knowledge having significant impact on the business.

Key Responsibilities:
  • Subcontract Management: Oversee full lifecycle subcontractor performance, including teaming, subcontractor proposal strategy, solicitation, negotiation, award, and closeout. Ensure compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and company policies.
  • Strategic Leadership: Develop and drive subcontracting strategies across assigned portfolios, leveraging advanced knowledge to solve complex issues and enhance business outcomes.
  • Business Advisement: Act as a business advisor for project teams, providing guidance on subcontract administration, internal processes and tools, federal engagements, and strategic high-value contracts impacting revenue.
  • Compliance and Reporting: Ensure all subcontract activities meet government regulations and company policies. Maintain accurate subcontract files and manage data entry into internal systems.
  • Negotiations and Contracting: Lead negotiations focusing on terms, pricing, schedules, and performance metrics. Support strategic subcontractor interactions to secure favorable agreements.
  • Best Practices & Process Improvement: Contribute to and support the implementation of best practices across the subcontract organization to enhance efficiency and compliance.
This Position requires working in a matrixed business environment with stakeholders in the following groups:

Operations:
  • Act as the primary contact for subcontract activities within the portfolio.
  • Collaborate with project managers, procurement, and finance to align subcontracting strategies with project objectives.
  • Prepare RFP/RFQ packages, perform technical evaluations, and negotiate terms and conditions.
  • Monitor subcontractor performance, analyze data, and ensure timely project completion.
Business Development:
  • Support business development activities by advising on subcontracting strategies during capture and proposal phases.
  • Lead subcontract portions of proposal preparation, including cost analysis, management plans, and compliance documentation.
  • Negotiate Teaming Agreements (TAs) and Non-Disclosure Agreements (NDAs).
Compliance:
  • Maintain subcontract files in line with FAR, DFARS, and company regulations.
  • Ensure adherence to internal policies, conducting pre-award compliance reviews and final evaluations.
  • Performs subcontract pre-award compliance reviews and provides award authority to junior team members.
Human Resources:
  • Develop and manage team performance, workload distribution, and professional growth.
  • Drive training initiatives and continuous improvement efforts within the subcontracting team.
  • Contribute to continuous improvement initiatives impacting the subcontract organization and operating programs regarding subcontracting processes.
Systems and Tools:
  • Lead the use of iCertis Contract Lifecycle Management for subcontract awards.
  • Utilize Coupa, Cost Point, and other enterprise tools effectively.

Essential Duties and Responsibilities

- Perform government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close out and records retention.

- Provide assistance to source selection/evaluation process including cost and price analysis, negotiation memoranda, buildup of CPSR compliant files.

- Draft, negotiate, and use of contracts, for subcontracts, P.O.'s teaming, and other forms of agreements.

- Work on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including an understanding of current business trends.

- Recommend changes to policies and establish procedures that affect immediate organization(s).

Minimum Requirements

- Bachelor's degree in relevant field of study and 7+ years of relevant professional experience required, or equivalent combination of education and experience.

  • Extensive knowledge of various types of subcontract awards and the ability to generate and administer various subcontract award documents to include Cost Reimbursable, Firm Fixed Price and Time & Material awards.
  • In-depth understanding of FAR/DFARS compliance, Non-Disclosure Agreement (NDA) and Teaming Agreements (TA) best practices.
  • Experience with ERP systems (Coupa preferred) and/or related business software, Contract Lifecycle Management systems, and Microsoft Office Suite (Excel, Word, PowerPoint).
  • Experience leading teams working in a customer service-oriented team environment within a matrixed organization.
  • Experience with Contractor Purchasing System Review (CPSR) compliant policies and procedures and supporting audits.
  • Expertise supporting commercial and U.S. Government requirements preferably in support of U.S. Department of -Defense (DOD)and/or other federal government programs.
  • Experience issuing and managing subcontracts, in a highly technical environment, under Prime contract awards.
  • Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.

Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience.
