Job Summary

Provides legal advice and counsel to business units as assigned related to the operation of Federal government healthcare programs administered by TriWest. Will draft, review and participate in negotiating contracts with subcontractors and other organizations with a goal of achieving compliance with prime contract and regulatory requirements and acceptable risk levels. Experienced in federal healthcare programs, HIPAA and DoW or VA procurement is preferred.

Education & Experience

Required:

• Juris Doctor degree from an accredited law school
• License to practice law in a U.S. State or D.C.
• 4+ years legal experience in a medium to large law firm, or in-house in a corporate or government entity
• Excellent written and verbal communication skills; negotiation and ability to drive results
• Extensive experience with contract clauses, including intellectual property terms and general business terms, with the ability to successfully review and negotiate appropriate contractual terms
• Familiarity with FAR and DFARS clauses or VAAR clauses
• Ability to provide timely and responsive legal support for business contacts located in the Mountain time zone

Preferred:

• Familiarity with government-funded healthcare programs
• Experience advising federal government contractors or similar experience with federal procurements
• Experience advising managed care administrators, health plans or healthcare providers
• Experience practicing law in the JAG Corps of any branch of service or representation of the Department of War or as an attorney for the Department of War or Department of Veterans Affairs

Key Responsibilities

• Identifies and analyzes legal issues (including conducting legal research, identifying new or emerging areas of risk, etc.), presents clear recommendations, and ensures legal compliance.
• Works with internal stakeholders to advise on and lead development and negotiation of subcontracts, memorandum of understanding, vendor contracts, teaming agreements, and other agreements in support of TriWest's administration of federal government programs.
• Investigates, researches and provides general legal advice on a broad range of issues arising from TriWest operations.
• Assists in providing legal advice to departments and committees throughout TriWest as assigned.
• Reviews and develops other documents and contracts as necessary.
• Collaborates with colleagues across the TriWest legal department.
• Drafts and reviews other miscellaneous legal documents and correspondence.
• Researches current issues and developments related to government contracts and programs, and impacts of existing and proposed regulations.
• Assists with the development and monitoring of internal regulatory compliance procedures.

• Reviews routine and priority correspondence, and internal and external communications documents in areas of responsibility.
• Functions on TriWest standing and ad hoc committees as a representative of the Legal department as assigned.
• Assists with TriWest training and implementation to ensure legal compliance with requirements.
• Reviews and revises Company policies and procedures.
• Ensures that Company employees and committee members are aware of and in compliance with applicable laws and regulations.
• Educates staff and committee members on legal requirements as appropriate.
• Advises TriWest senior leadership of the legal ramifications of past and proposed company actions.
• Performs other duties as assigned.
• Regular and reliable attendance is required.
