About The Opportunity
The Federal Reserve Financial Services (FRFS) and System IT seek a Chief Information Officer (CIO) to join the executive leadership team, reporting directly to the System CIO with a matrixed relationship to the Chief Payments Executive. This strategic role will lead technology planning, design, implementation, and delivery for the U.S. payment systems serving 9, 000+ financial institutions, the U.S. Treasury, nearly every U.S. household, tens of millions of businesses, and national and international financial markets. The CIO will drive digital transformation and innovation while serving as an accountable member of the Technology Delivery Leadership Council (TDLC) to advance System IT strategies, priorities, and initiatives across the enterprise.

Strategy: Develop and articulate a clearly defined mission, goals, and objectives for the current and future state of FRFS technology in support of key business goals, strategies, and critical objectives. Develop an integrated FRFS technology strategy in alignment with the System IT Strategic plan, ensuring integration with the System's strategic planning process and resulting business strategy. Partner with the System Chief Innovation Officer on emerging trends, innovations, and solutions. Provide strategic direction and oversight for the design, development, operation, and support of IT systems and programs that fulfill business needs, including System architecture management, application management, security and risk management, infrastructure, and operations support. Accelerate work to define and migrate to common FRFS approaches to systems architecture, tooling, application development, and other elements of technology platforms with an emphasis on continuously improving resilience, security, cost effectiveness, and flexibility. Ensure strong execution on major FRFS IT projects and programs with appropriate oversight and program management depth. Continue to mature product management and agile practices to deliver on investment priorities. Demonstrate a strong sense of ownership and urgency, recognizing that historical pace must accelerate to meet future requirements.
Relationship Management: Serve as the primary IT executive responsible for the FRFS technology portfolio. Act as an accountable member of both the System IT and FRFS leadership teams to influence the direction and advance both FRFS and System IT strategies, technology plans, and priorities. Work collaboratively with the FRFS senior leadership team across all integrated functions including customer experience, operations, product and customer/industry management, enterprise services, payments system improvement, and FedNow Service teams. Serve as a unifying force to existing FRFS technology teams by promoting cross-functional collaboration while providing disruptive influence and clear articulation of the case for change from the status quo. Serve as an advisor and subject matter expert to senior stakeholders within the Federal Reserve System and represent FRFS on System committees and workgroups as needed. Direct the development of an FRFS IT sourcing strategy and provide executive oversight for strategic vendor and partner relationship management. In partnership with FRFS and System IT leadership teams, develop a strategy for real-time management visibility into operational health and service status.
Architecture: Drive a comprehensive enterprise architecture that (1) enables delivery of integrated payment services including FedLine® Solutions, Fedwire® Funds and Securities, FedACH®, Check Services, FedCash®, National Settlement Service (NSS), and FedNow® Service; (2) provides speed, resilience, and choice to meet evolving marketplace needs; (3) is highly adaptable to emerging technologies and supports digital transformation; (4) achieves cost efficiency; and (5) facilitates business-aligned risk management. Ensure reliable, resilient, and efficient core IT functions. Accelerate migration to common FRFS approaches to systems architecture, tooling, application development, and other technology platform elements with emphasis on continuously improving resilience, security, cost effectiveness, and flexibility. Manage the development of data platforms to meet the needs of FRFS data governance and strategies. Partner with business line leaders to deliver a fully integrated product suite while maintaining a customer-first approach and robust, unified customer experience.
Budget: Manage the FRFS IT budget in collaboration with business stakeholders and the System IT CFO. Work collaboratively with the FRFS senior leadership team to set investment priorities and develop an FRFS roadmap in alignment with future strategy, including tough decisions on efforts to de-prioritize. Maintain a comprehensive view of IT investments to facilitate strategic decision-making and identify opportunities to rationalize technologies for long-term efficiency. Develop IT strategies that balance innovation, operational excellence, and fiscal stewardship for critical national payment infrastructure.
Talent Management: Develop and maintain an IT workforce with the appropriate mix of business knowledge, technical skills, and competencies to understand what is technically needed to support the product development lifecycle. Evolve and execute the technology talent strategy to upskill technology skills, develop broad business knowledge, develop greater resource flexibility across the team, and build a diverse talent pipeline. Foster a customer-first, service-oriented culture that attracts and retains top talent; emphasizes engagement of staff closest to the work and empowers their decision-making; and supports creativity and innovation. Demonstrate curiosity and agility, champion an inclusive work environment open to new ideas, maintain a bias for action, and keep customer experience at the forefront of all decisions. Serve as an outstanding people manager and role model with demonstrated interest in serving as an active talent champion, coach, and mentor. Support talent mobility, career development, and succession planning. Create a team culture that enables staff to achieve results in a changing environment.
Risk Management and Information Security: Oversee and ensure proactive mitigation of information technology risks in collaboration with the System Chief Information Security Officer (CISO), the Authorizing Official (AO) and Authorizing Official Designated Representative (AODR). Maintain secure and reliable IT solutions by partnering with FRFS stakeholders and implementing security standards and policies that align with business requirements and ensure compliance. Develop innovative strategies that protect critical payment system infrastructure serving national and international financial markets while anticipating and mitigating operational and reputational risks.
Qualifications:
10+ years of business & IT management experience including extensive experience leading major business & technology projects/initiatives in large, complex organizations; requires 10+ years of progressive people and business leadership experience
Bachelor's degree in business administration or computer science or similar field of study; post-graduate degree preferred
Background and strong interest in payment systems is highly preferred
Experience in Federal Reserve Financial Services is strongly preferred
Track record of successful leadership to drive results and proactively manage change in a highly matrixed and virtual team, with the ability to develop strategies and initiatives that continually improve the FRFS
Proficiency in rethinking business models or established practices
Excellent change management skills, including advocating, anticipating, and orchestrating change
Ability to lead with a System-centered, strategic, action-oriented mindset focused on performance and accountability
Strong business acumen with ability to be a hands-on, visible, goal-oriented, and independent-minded leader who will constructively challenge the FRFS leadership team and bring leading-edge thinking to effectively guide change within FRFS. Demonstrated ability for strong execution and accountability for results
Strong collaboration skills and an interest in building trust at all levels of the organization, with an ability to partner effectively with others in the pursuit of common goals
Outstanding people manager and role model and demonstrated interest in serving as an active talent champion, coach, and mentor
Intellectually curious and agile, with demonstrated ability to experiment and lead innovation
Travel: up to 30%
This position requires physical residency and employment in a district aligned with the portfolio’s IT and business needs. Preferred locations for this role are Atlanta, Boston, Chicago, New York, and San Francisco, as determined by the System CIO in consultation with the portfolio business line leadership. Candidates whose current location would require relocation will be notified before beginning the formal interview process.

The hiring range for this position is $322, 200 - $442, 900 annually.
Salary range reflects Richmond, VA, for candidates located near other Federal Reserve Bank locations, the listed hiring and salary ranges may be adjusted based on your geographic location.
