Description:

Westminster Communities of Florida, a nationally recognized not-for-profit faith based organization, is searching for a highly qualified Construction Manager for our Construction and Design department. This position is responsible for reviewing design and managing construction projects for Senior Living facilities and properties within our organization. This position requires experience in feasibility and due diligence, ground-up and building construction, existing property conversion, building system upgrades and renovation projects. Seeking to fill a full-time position (day shift) at our Community Support Services office in Orlando.

ESSENTIAL JOB FUNCTIONS:

The Construction Manager is the primary Design and Construction Department representative for a project or projects during pre-construction and construction process and also provides feedback and review of the project’s design when asked. Projects can range in size from $25, 000 to over $30 million. Responsible for the administrative and technical management of the project(s) assigned. Supervises all activities related to pre-construction, contract administration, change orders, submittals, procurement, schedule, budget and delivery. Serves as the company’s main point of contact with the Architect, Engineers, Contractor and other consultants for matters related to the project. The Construction Manager is responsible for ensuring that specifications are being followed, and work is proceeding on schedule and within budget throughout the life of the project(s) assigned to.

Responsibilities:

  1. Develops a cost-effective plan and schedule for completion of project following a logical pattern for utilization of resources.
  2. Coordinates work of all parties working on project(s) assigned and maintains and develops relationships with all parties for the success of the project.
  3. Review and comment on preliminary plans and schematic designs for in-house reviews and analysis.
  4. Provide preliminary budget figures and value engineering as necessary to bring projects within established budget goals.
  5. Oversees performance of all contractors and project specific consultants and reviews architectural and engineering drawings to make sure that all specifications and regulations are being followed and within the project’s scope of work.
  6. Is responsible for proper administration of construction contracts and for obtaining all necessary building permits and special permits for improvements to site except for permits to be obtained by contractor or sub-contractors. Responsible for monitoring and administrating all building documents, plans, specifications, permit revisions and administrate all Architect, Engineers, Designers, Contractors and consultants related to the design of the project.
  7. Monitors any safety violations or other reported deficiencies.
  8. Review payment requisitions and draws, prepare change orders and conduct thorough CO reviews with General Contractor, Architects, Consultants for all costs related to the project. Works with consultants to develop and review schedules of value. Structure draws/payments in such a manner that company is best represented fairly for work in place and on time. Make projections on the financial status of the project.
  9. Tracks and monitors Notice of Commencement, Notice to Owner, lien releases and other required documentation before, during and after the project(s) completion.
  10. Know contract, scope, and other contract documents. Apply experience/intuition to develop projections.
  11. Tracks and controls construction schedule and associated costs to achieve completion of project within time and monies allocated. Develop and maintain construction project schedules, cost reports and communication reports on a monthly basis.
  12. Maintains at all times knowledge of current issues with project and understand his/her position on those matters. Reports to Director of Construction and VP of Design and Construction, owners and architects about progress and any necessary modifications of plans.
  13. Keep VP of Design and Construction informed concerning the progress of the project and any issues that might affect the schedule, budget or status of the project. Develop and maintain construction project schedules, cost reports and communication reports on a monthly basis.
  14. Be prepared to fill the gap when unforeseeable events require action not previously planned or envisioned.
  15. Assure all material and installed items are on site in accordance with the project schedule and sequence of work. Take steps to have all submittals completed in a timely fashion. Monitor delivery schedules, and act when it is apparent an item(s) may be out of sequence. Review and assess Contractor claims and manage disputes.
  16. Review and negotiate change-orders with the General Contractor and Sub-contractors. Have thorough knowledge of prime contract and all applicable subcontracts. Monitor change-orders effects on the bottom line of the project cost and time.
  17. Provide general administrative and technical leadership for the project. Maintain all project records to support ongoing project activity and to facilitate close out. Assure all reports are submitted in timely fashion, and are accurate as to detail. Cause the schedule to be updated if required. Oversee security of all required permits, verify insurance coverage for General Contractor, sub-contractors and suppliers assure compliance with all local codes and regulations.
  18. Make sure every party who needs to know is informed on matters that affect their work as it relates to the success of the project(s) assigned.
  19. Schedule and/or facilitate the various project meetings required to successfully coordinate work actively. Have thorough knowledge of all major project issues and priorities.
  20. Be aware of specific training/development opportunities available through company, and who to contact to arrange that training. Become aware of training opportunities available through trade associations or local community institutions. Make recommendations to VP/Owners as to what training will build a stronger team.
  21. Monitor tenant/buyer upgrade options, conduct walk through inspections, monitor and coordinate completion of punch list.
  22. Close out the project. Finalize outstanding issues(change orders, claims, etc. ) with General Contractor, sub-contractor/vendors. Authorize final payment to all parties involved.
  23. Ability to work closely and well with authorities having jurisdiction such as: Building Departments, Planning Agencies, Florida State Agency for Health Care Administration, and United States Department of Housing and Urban Development to accomplish goals.
  24. All other necessary coordination for Project turnover to the Community.

EDUCATION & EXPERIENCE:

Graduate of a four-year degree program and a minimum of ten (10) years' experience working in a design and construction related fields. A degree in architecture, engineering or a construction related program a plus. Must have multiple project experience as lead Project Manager for a developer or contractor. Experience with Green Construction, FF& E coordination, Building Controls, AHCA or Healthcare and Renovations/Additions experience to an operational facility a plus. Ability to work under pressure and coordinate numerous activities and groups of people in multiple locations who need to cooperate to achieve maximum efficiency.
