Description:

BASIC PURPOSE

  • Under general direction, provide technical and professional assistance preparing, providing and overseeing technical training to PSTA Maintenance employees.
  • Administer and evaluate training programs as needed, monitoring training activities, scheduling classes and training employees in technical and non-technical aspects of maintenance, developing and organizing training manuals, lesson plans, schedules, procedures and certification programs, maintaining records and monitoring and evaluating trainees.
  • Other duties include representing the Maintenance Department, observing and analyzing work practices, encouraging positive changes, maintaining current knowledge of bus maintenance requirements and technology to resolve bus maintenance problems and vehicle operations issues, and coordinating with staff and other departments.

ESSENTIAL FUNCTIONS

  • Create learning environments by planning, coordinating and facilitating training, maintaining training databases, participating on committees, developing lesson plans, prescribing learning criteria, reviewing training criteria, researching and developing materials.
  • Disseminate information by training employees in both technical and non-technical maintenance, creating schedules, procedures and evaluation criteria, implementing policies, creating training aids and manuals, and practicing new techniques.
  • Participate in accident investigation, identify unsafe working conditions, complete random inspections, and conduct regular safety and inspection drills.
  • Develop and deliver relevant training on tools and equipment utilized by the Maintenance Division.
  • Evaluate maintenance fleet and facilities staff activities; participate in the hiring process; maintain training and technical libraries, coordinate efforts with other departments; and serve on committees.
  • Prepare and/or coordinate with other departments any documentation required in support of the FTA triennial reviews, drug and alcohol audits, independent audits, state audits, etc.
  • Observe and evaluate required competencies among employees in their respective functional areas.
  • Special projects are managed with minimal oversight and assignments being reviewed upon completion.
  • Performance reviewed periodically.
  • Performs other related duties as assigned.

OTHER JOB FUNCTIONS

  • Report to work as an “essential employee” in emergency situations or disasters, acts of nature or major incidents/accidents.
  • Attend required meetings.

· Maintain good communication with Maintenance employees and other staff to ensure effective functioning of the Maintenance Division.

  • Evaluate the performance of Fleet Maintenance employees to motivate and reward employees and improve employee performance.
  • Reinforce company policies and adhere to company standards.
  • Interact with other transit agencies, governmental agencies, community organizations and the public regarding transit maintenance matters.
  • Investigate, document and report vehicle/equipment damage from misuse, accidents or other causes and coordinate actions with the Safety, Security, & Training Department.
  • Prepare and submit routine, recurring and special reports to management on employee training and development activities.

SAFETY DUTIES

· Report vandalism.

· Report threats and vulnerabilities of vehicle storage facilities.

· Report any security concerns.

  • Ensure compliance with applicable laws and regulations.

· Promote the Maintenance Safety Program as well as recommending disciplinary actions for Maintenance Department employees found violating safety procedures.

  • Promote high standards of safety and good housekeeping methods in the operation of the fleet maintenance shop.

MINIMUM QUALIFICATIONS

  • Education: Two (2) year Associates degree, diploma or equivalent from an accredited college, technical business, vocational, or correspondence school in Diesel and/or Automotive Technology.
  • Additional directly related experience beyond the minimum requirement may substitute for the required education based on the ratio of one and a half (1.5) years of experience for each (1) year of education.
  • Experience: A minimum of two (2) years of experience delivering training in the diagnosis, maintenance and/or repair of a fleet of transit vehicles, diesel engines or related equipment.
  • · License Requirement: Must possess and/or obtain a valid Florida Driver’s License.
  • Must have Class B Commercial Driver's License with air brake endorsement and/or obtain this qualification within a six (6) month period of time.
  • Must have no serious traffic violations or suspensions of Driver’s License, and no DUIs for the previous seven years. No more than seven points in the previous four years.
  • · Required Software Knowledge: Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential; Basic problem-solving skills associated with software applications used is expected; Software usage relevant to job duties will be evaluated.
  • General Software Applications: Advanced skills utilizing MS Windows, MS Office (Word, Excel, Access, Power Point, Outlook), Maintenance Management Information Systems (MMIS).
  • Vehicle Software Systems Applications: Cummins, Allison, Voith, WABCO ABS, Thermo King, OBDII, J1939, J1708, I/O Controls, Multiplex Systems.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of: Methods and techniques of evaluating training programs and making recommendations on new programs.
  • Theory of the operation, troubleshooting, and repair of heavy-duty engines and electrical equipment; heating, ventilation, and air conditioning systems (HVAC); steering & suspension systems, air brake systems, etc.
  • Knowledge of pertinent hand tools, special tools, and testing equipment used in vehicle and equipment maintenance.
  • Principles and practices of employment training and development and adult learning principles.
  • Current laws, regulations, and developments in areas related to maintenance.
  • Mandated State and Federal requirements.
  • Safety rules and procedures, regulations, and laws governing public transportation.
  • Accident investigation techniques.
  • Supervision and motivation principles.
  • Skills & Abilities: Advanced skills and knowledge in bus maintenance and systems.
  • Independent judgment and decision-making.
  • Advanced ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.
  • Ability to deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement.
  • Plan, design and implement highly complex training programs and assess effectiveness.
  • Handle all internal and external contacts with courtesy, diplomacy, and tact.
  • Evaluate business and operational activities to assess training needs.
  • Write clear and effective reports, business correspondence, and procedure manuals.
  • Deal with difficult people and situations.
  • Learn agency and departmental operating policies, procedures, systems, methods, and tasks.
  • Comply with random drug testing provisions for safe-sensitive classifications as required.
